This position is responsible for providing liaison and negotiating services for ATCO Electric Ltd. and affiliate companies. Key responsibilities are obtaining land rights for distribution and transmission projects. This includes negotiating land right agreements with - private land owners, occupant/lessees, other companies, government agencies (i.e. Metis Settlements, Crown-Indigenous Relations and Northern Affairs Canada, Special Areas, Municipal Affairs and Alberta Infrastructure, etc.).

This position is also responsible for managing and maintaining communications to all affected stake holders as it pertains to pre-construction, construction, reclamation, and maintenance activities that occur on ATCO Electric's transmission and distribution right of ways.

Responsibilities:

  • Contact landowners and occupants to ensure awareness of proposed activities that may or will occur on or near their land.
  • Liaise and negotiate with private landowners, occupants/lessees, judicial bodies, other companies and, government agencies regarding land rights.
  • Conduct consultations for routing and siting of distribution and transmission facilities.
  • Negotiate purchases for lands required for substation sites, radio tower sites, storage sites, offices and warehouse buildings.
  • Assist in resolving discrepancies with private landowners and occupants/lessees as required.
  • Document, assess and settle damage claims with landowners.
  • Coordinate the activities of contract Land Agents as necessary.
  • Research into current information regarding crop prices and land values by reviewing legislation and regulations (i.e. government agencies, Alberta Utilities Commission (AUC), Land and Property Rights Tribunal (LPRT) etc.).
  • Act as a point of contact for landowners to ensure that commitments that have been made are communicated effectively and construction and reclamation practices are carried out to the landowner's satisfaction and to the highest ATCO Electric standard.
  • Work with the Project Team and Project Contractor to develop strategies that eliminate or reduce negative impacts resulting from construction and reclamation activities to affected parties. Participate in and keep current all required safety training.
  • Ensure all landowner conversations, commitments & interactions are documented and reported in a timely manner.
  • Review, validate and translate landowner commitments to the Project Management Team.
  • Supervise activities on the project to ensure stakeholder commitments and conditions are met as agreed upon.
  • Communicate landowner concerns to all fields within the project team through established communication plan.
  • Ensure all documentation is finalized upon completion of project.

Qualifications:

  • A grade 12 diploma with a 2year Land Agent diploma or Land Agent certificate from a recognized college or institute of technology.
  • A valid Land Agent license and Commissioner for Oaths.
  • A related postsecondary education in a land related discipline with a valid Land Agent license may be considered.
  • Minimum of 3 years continuous years of field experience in surface land acquisition.
