Founded in 1920, the Professional Institute of the Public Service of Canada (PIPSC), is the largest union in Canada representing scientists and professionals employed at the federal, provincial, and territorial levels of government. Under the direction of the Board of Directors, with supervision by the President, the General Counsel provides legal counsel, opinions, and guidance to senior management, Human Resources, Executive Committee, Board of Directors and other internal and external clients on Institute matters involving legal issues. This position anticipates and is proactive regarding legal issues in the Institute’s operations. The General Counsel oversees the provision of legal advice and interpretation on collective bargaining and labour relations’ matters and the provision of guidance and advice to Employment Relations Officers on legal issues concerning individual representation.

The ideal individual is someone deeply aligned with the institution’s visions, mission, and organizational structure. This individual possesses a robust understanding of the legal framework governing employee/employer relations in Canada’s public service, including federal and provincial jurisdictions. They should have strong leadership qualities, excellent interpersonal and communication skills, and the ability to navigate complex legal and organizational challenges with diplomacy and insight. They should be highly analytical and detail-oriented, with a proactive approach to problem-solving and decision-making.

La personne titulaire de ce poste anticipe les questions juridiques liées aux activités de l’Institut et fait preuve de proactivité à cet égard. Elle supervise l’offre de conseils et d’interprétations juridiques sur les questions relatives à la négociation collective et aux relations de travail, ainsi que l’offre de directives et de conseils aux agents des relations du travail sur les questions juridiques relatives à la représentation individuelle.

La personne recherchée est profondément en phase avec la vision, la mission et la structure organisationnelle de l’Institut. Elle possède une solide compréhension du cadre juridique régissant les relations entre les employés et les employeurs dans la fonction publique du Canada, y compris les compétences fédérale et provinciales. Forte de solides qualités de leadership ainsi que d’excellentes compétences en matière de relations interpersonnelles et de communication, elle est en mesure de relever des défis juridiques et organisationnels complexes en faisant preuve de diplomatie et de perspicacité.
