A fantastic opportunity has arisen for a Manager to oversee the Clinical Trials Unit at Vancouver Centre. It is an exciting time to join BC Cancer as we begin to implement the BC Cancer Plan which has brought significant investment to our services. With over 250 active clinical trials, across 6 tumour group based business units you would be leading the most active clinical trial portfolio for cancer services in all of British Columbia. As a result we are looking for a dynamic, curious and effective manager to support change management and transformation of clinical services. 

The Manager, Clinical Services/Program Operations, reports to a Director and in co-management with a Medical Director, and provides clinical and operational leadership, management expertise and is responsible for the effective and efficient management of a designated front-line clinical patient/client care department or program that is delivered through multi-disciplinary health care team(s) in a hospital or community-based direct patient/client care Manager, Clinical Operations is a keystone position that oversees large portfolios including senior nursing roles in a role that requires managing multiple changing demands with ongoing interruptions, and significant physical demands within hectic clinical setting. Responsibilities include managing and directing staff, budget development and oversight, interpreting the intent of programs and applying operational decisions, communicating with leadership colleagues and facilitating consensus, and implementation of operational plans.

What you'll do

Develop strategic priorities and coordinate operational planning and implementation for the Cancer Centre in conjunction with the practice leaders and Senior Director, Regional Clinical Operations. Collaborate with regional and provincial based colleagues including medical and operational leaders in support patient-focused and integrated care. Provide overall leadership and direction for team members using effective management techniques coaching, mentoring, skill and leadership development, decision making, coalition building and performance management) that support the achievement of required outcomes. Manages and supervises staff. Manage clinical service area operations by coordinating and establishing priorities, assessing and monitoring staffing requirements and supplies. Defines an effective workforce plan in collaboration with key partners and stakeholders that ensures the availability of adequate & appropriate staff according to operational demands and environmental and resource constraints. Develop effective and efficient practice and process to measure the use of resources and quality of care. Manage available resource including staff resources, minor and capital equipment purchases and space re-allocations to ensure the delivery of inter-professional services within the program. Develops the program budget to complement strategic directions within existing fiscal constraints and uses utilization methods to monitor and adhere to allocated budget. Coordinates contract management if required. Lead, in collaboration with physicians & professional practice leaders, the identification of evidence based outcomes, the development of quality indicators and care pathways, ensures compliance with accreditation standards, and coordinates or participates in quality improvement activities (including imPROVE).

What you bring

Qualifications:

A level of education, training and experience equivalent to a Bachelor’s Degree in Nursing or a healthcare related degree from an accredited University, a Master’s degree is preferred, plus a minimum of seven to ten (7-10) years recent related clinical experience that includes two (2) years working in a managerial/leadership capacity. Current registration/membership with the British Columbia College of Nurses and Midwives (BCCNM) or an appropriate recognized professional association. Self-directed and highly motivated. Demonstrate ability to lead teams and to promote teamwork. Critical thinking skills, problem resolution, and proven ability to effectively manage human and fiscal resources.  Proven ability to negotiate and mediate resolutions to complex situations. Understanding and experience of quality assurance process, operational planning and program development. Ability to develop and foster a culture of education and research aimed at improving care delivery and patient outcomes. Demonstrate basic computer literacy with word processing, spreadsheet and/or database programs and ability to utilize a computerized patient care information system. Awareness of and commitment to learning and understanding the Truth & Reconciliation Commission’s 94 Calls to Action (2015), In Plain Sight Report (2020), BC's Declaration on the Rights of Indigenous Peoples Act (2019), and Reclaiming Power and Place Missing and Murdered Indigenous Women & Girls calls for justice, and how they intersect across the health care system. Support team members on their learning journey, ensuring education strategy for team/department to implement Indigenous Cultural Safety at a practical level. Work collaboratively with appropriate Indigenous teams/departments to ensure ICS lens applied holistically. Have commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC (2015) and BC's Declaration on the Rights of Indigenous Peoples Act (2019). Knowledge of social, economic, political and historical realities impacting indigenous communities and familiarity with Indigenous Cultural Safety and anti-racism and accompanying reports (BC DRIPA, TRC, etc.).
