Technical Manager (East Coast)

McKeil Marine is seeking a skilled and experienced Technical Manager to join our team and play a crucial role in the oversight of the day-to-day technical operations of the tug and barge fleet on the East Coast. The successful candidate will ensure the respective vessels are maintained, operated efficiently, and comply with safety and regulatory standards. Key responsibilities will include managing maintenance schedules, coordinating repairs and inspections, optimizing vessel performance, implementing safety protocols, and liaising with regulatory agencies (Class). The role requires strong leadership, technical expertise in marine engineering, knowledge of maritime regulations, and excellent communication skills to work with internal teams and external stakeholders effectively. 

Key Duties & Responsibilities: 

Strategizing and overseeing the execution of repair, maintenance, upgrade, and incident-related work for tugboats and barges.Providing support to Chief Engineers in managing onboard machinery repairs and ensuring certification compliance.Collaborating with Chief Engineers to create Return to Operation (RTO) plans for machinery parts and coordinating with the purchasing department for timely Purchase Order (PO) issuance.Adhering to vessel Repair and Maintenance (R&M) budgets and facilitating the procurement of technical products and machinery.Contributing to the development of capital project budgets with a focus on compliance, efficiency, and workplace improvements.Delivering weekly R&M updates and preparing 3-month forecasts.Designing Scheduled Down Time (SDT) plans for vessels and overseeing their execution during downtime periods.Tracking and updating SDT/Dry Dock (DD) milestones.Monitoring machinery and equipment performance and providing necessary reporting.Offering continuous feedback for the formal review of engineering crew performance on an annual basis.Participating in the selection of engineering crew and approving familiarization evaluations.Supporting the development and supervision of vessel dry-docking and major machinery works.Maintaining close communication with Operations Managers and Operational Risk Management (ORM) teams to address operational and incident-related challenges effectively.Assisting in investigating technical accidents/incidents and addressing identified deficiencies.Acting as a representative of the organization in dealings with customers and stakeholders, fostering a collaborative partnership approach.Supervising contracts and contractors for all yard and non-yard activities, overseeing ship modifications and R&M, negotiating changes to specifications, managing budgets, conducting on-site inspections, and preparing bid specifications.

Accountabilities:

Develop, implement, monitor, and control the budget encompassing all planned and unplanned maintenance activities, including yearly Repair and Maintenance (R&M), Capital Expenditures (CAPX), emergency repairs, modifications, and enhancements.Ensure that all work conducted on vessels complies with Quality standards, Safety Management Systems, and manufacturers' requirements, while maintaining safety measures for machinery operations.Verify the currency of all Class certificates and ensure timely completion of all Class inspections without exceptions.Enforce compliance with the vessel's planned preventative maintenance system (such as ABS, PM and DD module), emphasizing thoroughness and optimizing crew utilization for maintenance adherence.Conduct comprehensive vessel visits and technical audits biannually, documenting findings and submitting audit reports to senior management. Encourage positive observations while actively addressing and mentoring the resolution of any non-conformities.Assist in planning and overseeing vessel dry-docking and major machinery projects, aiming to minimize disruptions to vessel operations in terms of both schedule and cost.

Skills, Abilities & Experience Qualification

Second Class Marine Engineer (Motor) with minimum five (5) years’ experience in a shipboard position as a senior Engineering Officer, or equivalent demonstrated previous tug/ship management experience.Knowledge and experience on vessel machineries and equipment such as main engine, aux. engines, generators, thrusters, boilers, pumps, misc. piping and electrical systems, structures, mooring equipment, lifesaving appliances (lifeboat, rescue boat), cargo handling equipment, navigational equipment, etc. Sound knowledge of budget preparation, cost control, and scheduling.Computer literacy: Microsoft Office (Outlook, Excel, Word) and task related software such as ABS NSE.Strong understanding and practical experience with International Safety Management (ISM) Code.Strong communication, leadership skills, team player, innovative and thinking “outside the box”.Conflict resolution and problem solving.

Working Conditions/Special Notes: 

Frequent travel requirements to vessels located in Eastern Canada and any other countries as directed by Director-Technical Operations. Extended working hours and/or working during the weekend is required based on business requirement.
