How you will contribute as part of the TRCA team:

The Planner reviews intermediate level land use and infrastructure planning and policy applications and initiatives ensuring policy, regulations and technical recommendations and requirements are addressed in accordance with legislated roles and responsibilities.

Major Responsibilities:

Provides professional planning advice, legislative and regulatory guidance, and recommends appropriate action to TRCA staff, Conservation Ontario, clients, including municipal, provincial and federal partners, and/or private industry representatives and permit applicants; referring to the Senior Planner and Manager as required. Coordinates internal technical reviews; produces detailed correspondence. Provides technical expertise and advisory services in the development of workshops geared specifically toward external stakeholders and consultants focused on education and compliance with TRCA’s business objectives. Trains and oversees the work of the Planner I in the project management and service delivery of Solicitor Realtor Inquiries, deferring to the Senior Planner or Senior Manager as required. Participates in internal and external committees to represent TRCA planning and regulatory perspective. Incumbents may also be assigned other duties.

What will you need to succeed:

Education (degree/diploma/certifications/licenses)

University degree in Planning, Environmental Studies, Urban Studies, Geography, or a related field. Registered Professional Planner designation with the Ontario Professional Planners Institute, and Canadian Institute of Planners membership or actively working towards the designation. Valid Ontario Class G driver's license.

Experience

4+ years of municipal, environmental, or related planning experience.

Knowledge/Skill/Ability - Competencies

Broad/working knowledge of statutes and regulatory controls affecting development planning and permitting; demonstrated ability to interpret provincial legislation, Planning Act and environmental assessment applications, and other planning instruments. Sound knowledge of PPS, Official Plan, Zoning, Subdivision, Condominium, Consent, Minor Variance and other Planning Act instruments, as well as environmental assessment legislation and corresponding implementing documents. Broad understanding of the role of TRCA in the broader municipal and provincial planning context, including the TRCA Living City Policies, Provincial Planning Policy Statement (PPS), and Conservation Authorities Act and regulations and environmental assessment legislation. Broad understanding of various technical disciplines (, ecology, water resource engineering, hydrogeology, geotechnical engineering, etc.). Significant ability to understand site conditions associated with the review of applications and the connection to policy documents and other related instruments; ability to read and interpret construction plans and drawings. Able to comprehend documentation that is technical or scientific in nature, significant skill in writing technical correspondence and reports and apply appropriate recommendations and independent professional planning opinions. Broad knowledge of best management practices, and up-to-date knowledge of mitigation and controls, as well as safe work procedures. Demonstrated ability to proactively identify problems in a timely manner, seeking the appropriate level of support to solve issues. Excellent interpersonal skills and ability to work as a team member to coach staff and work with stakeholders (internally and externally) and negotiate project variance/timelines; ability to deal tactfully and courteously with stakeholders, public officials. Proficiency in MS Office suite including online software such as MS teams, WebEx, and SharePoint, including experience working with Adobe Acrobat, ArcGIS; knowledge of Enterprise Permitting & Licensing Systems, Laserfiche, and digital plan review software.
