Established in 1789, the University of King’s College is Canada’s oldest chartered university and is associated with Dalhousie University. Reporting to the Chief Enrolment and Student Life Officer, the Registrar is responsible for maintaining accurate records of all students, coordinating registration processes, academic scheduling and ensuring compliance with relevant policies and regulations. The Registrar oversees student communications, financial awards, academic advising and the academic component of ceremonies. The role meets regularly and works collaboratively with multiple constituents at King’s, Dalhousie, other universities, external associations, and provincial and federal government representatives. The role is responsible for upholding the provincially mandated authority to grant degrees.

SPECIFIC DUTIES/ACCOUNTABILITIES:

Under the guidance of the Chief, Enrolment and Student Life Officer (CESLO) supports and provides input to enrolment management within the Registrar Office team context; In consultation with the CESLO, manages financial aid, academic scheduling, registration, examinations, academic appeals and convocation; Provides leadership and direction to multidisciplinary staff; Assists the CESLO with the management of initiatives that promote student success and retention (e.g. academic advising, academic support services, financial aid counselling); Identifies and discusses with the CESLO, opportunities to enhance and improve student success and retention; Manages official student records inclusive of the collection and appropriate use of applicant and student information; Maintains and reports accurate enrolment data to government and regulatory agencies; Oversees access to student-related systems and approves the use of student data by various systems and people; Ensures integrated and updated student information, communication and data systems in the Office of Enrolment and Student Life; Leverages technology for personalized student interactions; Provides administrative management of program and course offerings; Plays a consultative role in the redesign of academic programs and the creation of new programs, and enhances the management and delivery of programs; Ensures that academic curricular plans, policies and priorities are operationalized and enforced; Supports academic policy and curriculum innovations; participates in academic policy development and in the development of articulation and pathway agreements; Manages and records all degree requirements; implements and maintains degree audit processes; Publishes the online Academic Calendar: the official record of policies, programs, courses and regulations at the University; Liaises with, and advises, Academic departments, faculty and others on academic matters; Ensures the development, application and enforcement of academic policies and procedures relating to the fulfilment of requirements for enrolment, course work and graduation; Communicates changes to policies and procedures such as registration and degree requirements in a comprehensive, timely and effective manner; Oversees the service agreement with Dalhousie to provide academic advising, processing and other related services; Works with the President’s Office in the planning and execution of Encaenia and oversees various aspects of convocation related to graduating students; Provides strategic leadership and supervises office staff in the administration of the scholarship and bursary program, and US student loans. Reviews compliance regulations regarding US loan administration; Develops and oversees the budget for the Registrar’s Office in a manner that promotes efficiency, flexibility and responsiveness to its evolving environment and the needs of the University community; Plans annual activities with staff and develops an annual operational plan for activities including communications to be sent to the various student groups.

Ensures staff proactively engage with, and participate in, regular Dalhousie staff meetings (of equivalent roles – e.g. advising, front counter, processing) so they remain current and well-informed on procedures/processes with a view to higher levels of coordination and cooperation where appropriate for King’s;

Provides representation for the University on various internal and external government and professional committees as required; Represents King’s on Dalhousie University IT committees related to the student information system (e.g., Banner, Slate, etc.) as required.

QUALIFICATIONS:

Education and Experience

Bachelor’s degree in educational administration, higher education, or a related field is required, master’s degree is an asset but not mandatory; Five (5) years related experience in post-secondary administration including three (3) years management experience in a Registrar’s Office (Admission and Records) is required; Must have experience leading a team, developing strong, effective work teams and collaborative leadership which supports the needs of diverse groups within a university setting; Experience working with a student ERP system and developing and implementing new technology-based systems is required.

Skills and Abilities

Demonstrated ability to develop, interpret and apply College, government, agency and departmental policy, procedures and guidelines is a requirement; Organizational and time management skills is a requirement; Must have excellent attention to details, oral and written communication skills; Must have effective interpersonal and team skills with demonstrated ability to lead, motivate and manage staff.

Salary will be commensurate with level of education and experience. The starting salary range is $83,342 to $95,645 annually. A comprehensive group benefits package is offered including membership in the Nova Scotia Public Service Superannuation Plan (PSSP).
