Purpose The Family Resilience Program Manager (FRPM) is a senior leadership role within the Ottawa Parent Resource Centre (PRC) that combines clinical service delivery and mental health consultancy with program leadership. The FRPM supports a diversity of families in the Ottawa community through tailored parenting courses, groups, workshops, and one‑to‑one counselling support, including in‑home visitations. The FRPM also oversees the daily management of the Parent Support Phone Line, ensuring timely response, appropriate triage, documentation, and warm referrals to internal and community supports. As a senior leader, the FRPM ensures that service delivery supports the PRC’s strategic priorities and mandate, reports to the Board of Directors, stakeholders, donors and funders as required, and consults with service providers in the community to support referrals. The FRPM also ensures that all programs and services are based on current evidence‑based best practices and comply with regulatory requirements. Reports to Executive Director Key Responsibilities Direct Service & Clinical Support Facilitate parenting groups, workshops and support groups based on client needs, community and PRC’s strategic direction. Provide one‑to‑one parent support in office, virtually, over the phone or in the client’s home. Coordinate and supervise client care with FRP staff and contractors. Serve as the primary lead for the Parent Support Phone Line, ensuring timely responses, effective triage, accurate documentation, and consistent database management. Conduct and oversee program intakes and ensure timely referrals to appropriate community supports. Plan, develop and manage all parent‑related programs and services under the Family Resilience Program. Design curricula, session plans, facilitation guides, and participant materials grounded in evidence‑informed practice and adult learning principles. Identify, develop, and integrate resources and tools that strengthen program quality and outcomes. Implement program evaluation approaches, measurement and outcomes approaches, including data collection and analysis, and use findings for reporting and quality improvement. Leadership & People Management Supervise and mentor FRP staff (full‑time, part‑time, contract), students and volunteers; support scheduling, role clarity and team functioning. Participate in hiring, onboarding, training and professional development of FRP staff; provide ongoing feedback and conduct annual reviews. Create and manage an annual departmental workplan that reflects best practice and advances equity, inclusion and culturally responsive service delivery. Attend and contribute to staff, team and supervision meetings. Community Partnerships & System Collaboration Promote PRC’s mission and Family Resilience Program services; participate in strategic networks and community committees in coordination with the Executive Director. Build and maintain collaborative relationships with community agencies and stakeholders to improve outcomes for families and priority populations. Strengthen referral pathways to and from PRC and contribute to integrated community strategies. Strategy, Funding & Operations Support strategic planning with the Executive Director, Board of Directors, and staff. Identify funding opportunities and support grant applications related to FRP delivery. Coordinate with the Executive Director on program budgeting; approve expenditures within guidelines and meet program needs within the annual budget. Maintain accurate and timely client records, information and database management. Support the development of social media and website content related to the program. Required Qualifications & Experience Minimum 5 years of progressive experience developing and delivering front‑line programs and services for children and families in a community‑based or social service setting, with demonstrated ability to support diverse populations . Visionary and strategic thinker with demonstrated ability to implement organizational strategic direction and translate community needs into responsive programming. Proven experience in program development and designing curriculum (e.g., session plans, facilitation guides, participant materials), including workshop and group facilitation. Broad knowledge of early childhood development , child development and family support approaches, including strengths‑based, trauma‑informed and culturally responsive practices. Experience in community development and capacity building (people and/or systems), including building partnerships and supporting collaborative initiatives. Demonstrated knowledge of—and commitment to—Diversity, Equity, and Inclusion , with experience adapting services to be accessible and culturally responsive. Working knowledge of relevant legislation and applicable provincial/municipal policies, procedures and guidelines related to children, families, privacy, and service delivery. Experience supervising, mentoring and coaching staff (full‑time/part‑time/contract) with a supportive, coaching‑oriented leadership style. Ability to lead through change and foster strong team culture . Excellent written and oral communication and presentation skills, with the ability to represent PRC professionally with families, partners, funders and stakeholders. Strong analytical, organizational and project management skills, including ability to assess needs, set priorities and develop clear proposals, reports and workplans. Demonstrated ability to design and use evaluation, measurement and outcomes approaches to improve program quality and demonstrate impact. Sound management skills and experience with organizational development and leading change initiatives in dynamic environments. Assets Training/certification in evidence‑based parenting models such as: Circle of Security Parenting (COS‑P) facilitator training OR comparable evidence‑based parenting/attachment/parent coaching Education Degree in Social Work, Counseling, Psychology, Education/Early Childhood Education, or other equivalent post‑secondary education/training. Language Fluent in English, oral and written. Additional Requirements Criminal Reference Check for the Vulnerable Sector is required. Ability to work some evening and weekend shifts as required. Maintain all required professional accreditation/credentials in good standing. Salary $65,000 to $75,000 annual Hours Full‑time position (35 hours/week); some evening and weekend shifts will be required.
