Position Summary
The Settlement Program Manager is responsible for the coordination of the day-to-day operations of all Settlement programs and services including one-to-one integration settlement and adaptation programming, group workshops, Children and Youth Programs and specialized programs including support to seniors and Mental Health Training Workshops. The Manager also works closely with specialized newcomer programs in other units at JFS.
The Settlement Program Manager participates in program development, tracks deliverables and outcomes, report writing, and data analysis. Reporting to the Associate Executive Director, this position also engages in various community collaborations and ensures services are responsive to emerging client needs.
**Qualifications**:
- A relevant post-secondary degree or diploma; with minimum of 3 years’ experience in the not-for-profit sector, specific experience in newcomers’ settlement services a strong asset.
- Management/Leadership experience a minimum of 3 years. Preference for experience leading multi-functional teams with knowledge on motivation, conflict management and problem-solving.
- A minimum of 3 years’ experience with program and/or project coordination, service delivery and community collaboration.
- Above average knowledge of cultural and social backgrounds of immigrants and refugees and their needs. Experience working with individuals from diverse cultural backgrounds is an asset.
- Demonstrated commitment and sensitivity to diversity, equity, inclusion, and justice.
- Proven ability to develop and maintain positive relationships among multiple stakeholders.
- Proven abilities in management and supervision and establishing community outreach.
- Experience in grant and report writing with strong writing and verbal communication skills.
- Demonstrated ability to plan, manage operations, and achieve outcomes in alignment with funder agreements.
- Experienced in team building, decision making, delegation, budget, and resource management.
- Excellent interpersonal skills, ability to operate effectively within the organization and externally through interaction/ connection/ communication.
Key Responsibilities and Duties
- Supports the development and implementation of client-centered settlement services.
- Provides leadership and effective management to a team of 12 employees.
- Oversees and manages the Settlement Unit’s budget; provides early disclosure on issues/risks and anticipates potential variance.
- Key participant as part of the management team representing Settlement Services.
- Maintains records, statistics, and all required reporting documentation, including tracking program expenditures. Conducts narrative reporting and data reporting.
- Reviews, assesses, and makes recommendations to continually improve data quality to meet funder and agency requirements and identifies emerging client and service needs.
- Keeps an updated library of community/government services and resources and ensures staff have access to information and training to ensure services are current and responsive to emerging settlement patterns and changes in the policy environment.
- Plans and monitors service planning to identify and create service responses to emerging trends and needs related to settlement and integration; and assists in the development and implementation of best practices.
- Assesses service and referral gaps for settlement services and collaborates with local community service providers to establish relationships to build new community referral sources.
- Ensures all outcome and client satisfaction surveys are compiled and analyzed. Makes recommendations to the Associate Executive Director for quality improvement.
- Collaborates with staff across all JFS service areas to ensure effective client flow, referrals, and service excellence.
- As needed provides intake services directly to clients / client families.
- Performs administrative tasks as needed.
- Provides timely and accurate operational status updates to Associate Executive Director as required.
- Performs other tasks or duties that may be assigned by the Associate Executive Director from time to time, and supports agency-wide events or initiatives.
