About the Organization: Headquartered in Toronto, the Building Ontario Fund (BOF) is a new independent, board-governed agency that will facilitate investment by trusted institutional investors in critically needed large-scale infrastructure projects within the province. The agency’s mandate is to invest in, and seek to attract investment from, qualified institutional investors, public sector entities, governments, and Indigenous communities in Ontario infrastructure projects that will generate revenue and are in the public’s interest. BOF will do this by: Investing in infrastructure and appropriately allocating risks amongst the Corporation and other investors Structuring proposals and negotiating agreements with investors in infrastructure projects Receiving and assessing unsolicited ideas and proposals for infrastructure Providing advisory services with respect to financing infrastructure projects BOF is seeking a temporary full-time (18 month) Organizational Development Specialist to join our team. In this role, you will report to the Head, People & Culture and be accountable for supporting the design, implementation, and administration of organizational development (OD) programs and strategies that advance Building Ontario Fund’s (BOF) culture, leadership, and workforce capabilities. This role plays a key part in operationalizing BOF’s Diversity, Equity, Inclusion & Belonging & Equity (DEIB) Strategy, Learning & Development Strategy, and other talent initiatives, while contributing to a high-performing, inclusive, and future-ready organization. About the Job: Your day-to-day will include: Learning & Development Support the development and implementation of BOF’s Learning & Development Strategy and Roadmap. Design, develop, and implement learning and development programs, including but not limited to new hire learning programs and leadership development programs. Assist in the delivery of learning and development programs, including but not limited to New Hire Orientation. Track and report on learning activities, compliance, and impact metrics. Diversity, Equity, Inclusion & Belonging (DEIB) Support the development and implementation of BOF’s DEIB Strategy & Roadmap, including but not limited to coordination of Employee Resource Groups (ERGs) and acknowledgement of Days of Significance. Assist in the development and delivery of DEIB-related training and engagement activities. Monitor progress against DEIB milestones and contribute to reporting and dashboard development. Performance & Succession Support the design and rollout of a performance management and measurement framework. Assist in the development of a succession planning program, including tools, templates, and tracking mechanisms. Collaborate with HR and leadership to align performance and succession initiatives with workforce planning. Employee Engagement & Change Management Support initiatives that enhance employee engagement, team effectiveness, and organizational culture. Conduct organizational assessments and contribute to change management initiatives that support culture, structure, and workforce effectiveness. Program Administration & Evaluation Support the procurement of all vendor contracts necessary to achieve BOF learning and development and DEIB objectives. Serve as primary system administrator for all learning systems and platforms. Coordinate logistics, including employee enrolment, communications, and vendor management, for all OD programs. Maintain accurate records of participation, feedback, and outcomes for all OD programs. Analyze employee feedback and performance data to assess program impact and recommend enhancements aligned with BOF’s strategic goals. Collaboration & Advisory Partner with People and Culture, leadership, and external vendors to ensure alignment of OD initiatives with BOF’s strategic goals. Provide subject matter expertise and support to managers and employees on OD-related topics. Act as an internal consultant to departments on OD-related challenges, offering tools and frameworks to support team development and performance. Promote a culture of continuous learning, inclusion, and employee engagement. Qualifications: Education and Experience Degree in Human Resources, Organizational Development, Adult Education or a related field, or equivalent experience. Certification in Organizational Development, Learning & Development, or Change Management (e.g., Prosci, CPLP) preferred, but not required Minimum of three (3) years of experience in organizational development, learning & development, or HR program coordination, including experience with LMS platforms and training administration. Experience in public sector, Crown Agency, or broader public sector environments preferred, but not required . Knowledge and Skills Strong knowledge of learning design, adult education principles, and performance management frameworks. Knowledge of change management principles and experience supporting organizational change initiatives. Familiarity with DEIB principles and implementation strategies. Excellent project coordination skills to align deliverables and remain on track when managing multiple concurrent initiatives. Excellent communication skills to translate complex strategies into clear, actionable plans and training materials, and communicate effectively with diverse audiences across the organization. Excellent stakeholder engagement skills to build trust and collaboration with leaders, employees, vendors, and cross-functional teams in aid of designing, implementing, and sustaining organizational development programs. Ability to manage multiple priorities and work independently in a fast-paced environment. Ability to analyze qualitative and quantitative data to evaluate program effectiveness and inform strategic decisions.
