Job Title: Learning and Engagement Specialist

Client: Vancouver Coastal Health (VCH)

Department: Technology, Planning and Delivery (TPD)

Duration: November 24, 2025 – November 23, 2026 (with potential 12-month extension)

Location: British Columbia (Hybrid)

Seniority Level: Intermediate

Qualifications

Candidates must meet one of the following educational and experience requirements:

A Degree in a Consulting Category–related discipline and a minimum of two (2) years of related experience; or

A Diploma in a Consulting Category–related discipline and a minimum of three (3) years of related experience; or

A Certificate in a Consulting Category–related discipline and a minimum of four (4) years of related experience; or

An absolute minimum of six (6) years of directly related Consulting Category experience.

Project Description

The Technology Planning and Delivery (TPD) department implements a broad portfolio of projects focused on delivering new technology infrastructure, including voice systems, network functionality, Wi-Fi, WAN services, telecom room remediation, power and cooling, and management of construction activities related to system remediation.

This role supports VCH and PHSA stakeholders by proactively considering the impacts of new system delivery and/or remediation efforts on clinical and operational end users. Understanding stakeholder needs, concerns, and expectations is essential. The Learning and Engagement Specialist builds stakeholder trust, establishes the credibility of the delivery team, and serves as a conduit for collaboration and decision-making across multiple stakeholder groups.

Position Overview

The Learning and Engagement Specialist is a highly organized, adaptable, and communicative professional who remains calm under pressure. This individual engages with application and site stakeholders to discuss, plan, and manage impactful changes with sensitivity and professionalism.

Given the complexity of stakeholder groups, a flexible approach is required to drive programs and projects forward. The role demands strong stakeholder management skills and a broad understanding of business processes, including application management, vendor management, support risk management, change management, and technology integration.

Proven experience in similar roles and the ability to bring together diverse stakeholder groups are crucial to success.

Key Responsibilities

Collaborate with vendors, program leaders, educators, and staff to assess program and cross-program clinical education needs and priorities; develop, implement, and evaluate learning strategies and education plans.

Conduct needs analyses to determine required learning outcomes for transitioning staff to new or upgraded telecommunication systems.

Coordinate with internal communications and leverage available platforms to promote learning programs and resources.

Plan, coordinate, and facilitate in-class and virtual training sessions.

Evaluate the effectiveness of learning programs.

Manage workload and tasks to ensure successful project delivery.

Continuously improve training materials by reviewing vendor content for quality, consistency, and accuracy.

Develop new training and instructional materials to support staff learning new processes and procedures.

Gather employee feedback via surveys, focus groups, and other methods; analyze results and develop recommendations and programs that incorporate diverse perspectives.

Example Deliverables

Develop communication plans (e.g., IT Broadcasts, Memos, Go-Live Approval Documents).

Maintain communication and decision logs for high-impact changes.

Support project managers with clinical and application impact assessments, lessons learned, and change readiness checklists.

Develop and refine processes, responsibilities, and workflows for diverse stakeholder groups.

Deliver detailed approaches outlining actions, resources, and dependencies required to define and recommend solutions for monitoring new process performance.

Establish communication rhythms and produce support documentation for stakeholders and leadership.

Create strong process flows and communication materials for rollout to impacted stakeholders.

Contribute to scoping documentation and engage leadership for project scope approval.

Collaborate with stakeholders to develop detailed delivery plans and support project leadership in determining timelines.

Prepare executive materials, including briefing notes and presentations.

Qualifications and Experience

Education, training, and experience equivalent to a degree or certificate in Education, Human Resources, Communication, Business Administration, or a related discipline.

Previous experience with Voice Solutions such as CISCO VOIP, Microsoft Teams, AWS, Amazon Connect, and/or Genesys.

Experience with ADDIE/SAM methodologies and tools such as Moodle, Captivate, and/or Articulate.

Skilled in developing, adapting, facilitating, and evaluating high-quality, interactive blended learning solutions.

Demonstrated knowledge of instructional design principles and experience creating content for multiple devices.

Minimum 3+ years of experience as a training/engagement specialist, including:

Creating and executing training plans

Evaluating change impacts using metrics

Process reengineering and workflow transition

Prior experience in the Health or Public Services sectors is highly desirable.

Proven ability to work effectively with Senior Management Teams and Executives.

Ability to support on-site training and engagement activities.
