Division Manager, Housing
Purpose:
Under general direction and working independently, this position provides leadership on community development, housing development, and partnership initiatives and manages core programs, projects, and activities within a division of the Housing Department.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Provides leadership, strategic direction, and management for a division or unit within the Housing Department.
Develops and monitors budgets and implements strategies to maintain the financial well-being of the division, department, and City.
Develops and implements short- and long-range goals and objectives. Evaluates, develops, improves, and promotes the division's business plan.
Manages operations of the division with other City divisions, departments, or outside entities to ensure continuity of the services delivered by the division and department to the community.
Ensures division objectives are met while managing changes to equipment, budget, and personnel to meet department needs.
Evaluates operational efficiencies and cost effectiveness and develops and implements improvement strategies.
Administers and develops program activities and provides technical expertise to division staff, other agencies, the community, and program participants.
Conduct needs assessment and studies.
Builds strategic alliance among community-based organizations (public, private and/or not-for-profit).
Recommends, develops, or modifies program procedures, guidelines, standards, and policies to achieve program goals and objectives and determines changes that need to be made in program policies and procedures based on feedback from customers, officials, service providers, and community groups.
Responsibilities - Supervisor and/or Leadership Exercised:
Responsible for the full range of supervisory activities including selection, training, evaluation, counseling, and recommendation for dismissal.

Minimum Qualifications:
Graduation with a Bachelor's degree from an accredited college or university with major coursework in related field plus five (5) years of related experience, including three (3) years of experience which were in a leadership or supervisory capacity.
Experience may substitute for education for up to four (4) years
Licenses and Certifications Required:
Valid Texas Class C Driver License.
Preferred Qualifications:
Extensive experience in affordable housing development and finance, including demonstrated expertise with federal, state, and local housing programs such as HOME, CDBG, LIHTC, and HUD regulations.
Strong knowledge of affordable housing compliance and asset management, including experience overseeing long-term monitoring of income-restricted units and ensuring regulatory compliance across a diverse housing portfolio.
Ability to lead cross-functional teams and manage complex projects, particularly in a municipal or public sector environment, with a focus on housing policy, development, or community development.
Experience preparing and delivering presentations and reports to boards, commissions, elected officials, or community stakeholders, with strong written and verbal communication skills.
Familiarity with public-private partnerships and innovative financing models for affordable housing, including leveraging local funding sources and aligning with strategic housing goals.
Proficiency in data analysis and performance tracking, with the ability to use data to inform decision-making, evaluate program outcomes, and ensure accountability.
Certification or training in housing development, asset management, or compliance monitoring or the ability to obtain within six (6) months of employment (e.g., CHAM, HCCP, or similar) is a plus.

Hours may vary due to operational needs. An alternative schedule and remote work/teleworking options are available for eligible positions, but position requires a minimum of 40% per week in office standard.

Notes to Candidate:This position will lead the City's asset management, compliance, and monitoring of Austin Housing Finance Corporation and Rental Housing Development Assistance (RHDA) funded properties. This role ensures portfolio performance, long-term affordability, and regulatory compliance in alignment with Resolution No and RHDA Program Guidelines, by conducting financial reviews, audits and budget to actual analyses.
The position supervises staff, oversees financial and operational performance, and serves as the primary City liaison with developers, property managers, investors, and regulatory partners. Additionally, this position will provide leadership for the expanding portfolio of properties that provide for income restricted housing units across the city: reviewing partnership agreements, regulatory documents and financing structures to confirm enforceability of terms; conducting site visits and evaluating property management performance; assigning risk ratings; preparing watch list reports and communicating performance trends to leadership and stakeholders.
Driving Requirement:
This position requires a Valid Texas Class C Driver License or the ability to acquire one by your hire date. External New Hires must meet the City of Austin's Driver Record Evaluation (DRE) requisite. To be considered for a driving position, applicants cannot have more than three moving violations or a total of six Driver Record Evaluation points within a period of thirty-six (36) months.
