The Housing division works collaboratively with government departments, agencies, and community partners across the province to develop and deliver a range of services to support individuals to access social housing and financial benefits that assist with the cost of rent. The purpose of this position is to provide leadership using evidence-based practices in the areas of program development, evaluation, policy, planning, data collection and reporting to support the planning, reporting and services of the Housing Services section.
This position provides leadership, operational support and guidance, to the nine Family Housing Board Authorities to ensure compliance and consistency in service delivery and program policy.
Reporting to the Director of Housing Operations, this is a high-level planning position which requires knowledge and expertise in data and program analysis, planning, implementation and evaluation.
**Duties will include but are not limited to**:
- Provide leadership in the areas of program, policy, financial and data analysis for services within the Housing Division as well as lead the operational requirements under various agreements with the Federal Government.
- Work collaboratively with internal and external partners to ensure housing programs meet their objectives and serve the communities effectively.
- Support the design and implementation of efficient and effective programs and policies, evaluate and revise policies on an ongoing basis to reflect changing needs and trends in delivering services to individuals experiencing housing insecurity
- Ensure advice/assistance on relevant redesign/changes as appropriate for the goals/outcomes of program development initiatives;
- Assess, investigate and review significant trends, gaps and changes in priority issues affecting housing by reviewing current literature, federal and provincial budgets, and available data from a variety of sources;
- Liaise with community partners, service providers and organizations, and other government departments, both in and out of province, to ensure there is appropriate inclusion of expertise to support policy review and program development;
- Leading effective information management, including analysis and reporting of program data for monitoring and evaluation purposes to inform program policy development and implementation as well as funding opportunities;
- Develop business cases, charters and work plans for committees and working groups;
- Develop communication plans that increase awareness and knowledge of policy development data collection activities; including delivering training sessions;
- Draft issue notes, briefing notes for information updates, memorandums (Treasury Board and Executive Council), business plans, projects, status updates, requests for proposals, and contracts for service as appropriate and relative to policy priorities;
- Complete financial analysis and identify trends on the operating budget and capital budget to support decision making of the Housing Division.
- Collaborate with Federal/Provincial/Territorial (FPT) stakeholders to gather data, assess program performance, and support the integration of cross-jurisdictional program initiatives. This includes leading the monitoring and reporting of funding agreements.
- Advise on content, structure and format of FPT agreements ensuring alignment with section, division and department goals and planned outcomes;
- Provide consultative and technical assistance to supervisors/teams/managers undertaking policy research, information collection, analysis, interpretation, and presentation of data;
- Work collaboratively with the nine Family Housing Authorities (FHA) and the internal government departments/divisions providing operational support, including policy guidance to the FHA.
- Develop frameworks for data collection, information sharing, reporting, budgets and policy development for FHA modernization and continuous quality improvement.
- Demonstrate reflective practice, and participate in learning experiences that enhance continued competence and professional development;
- Other duties as required.
