Reporting to the Director of the Strategic Policy and Evaluation Division, this position manages, supervises and coaches a team of professional policy staff that provides timely, accurate and clearly communicated evidence to decision-makers using a suite of best practices and techniques. This position acts as a Senior Project Manager for 30-plus policy projects to ensure that they are completed within scope and on time. This responsibility covers all projects in the Division’s policy portfolios, including: FPT relations, applied research, economic and trade analysis, program development, performance and evaluation, and policy capacity development. This position plays a key role in providing evidence-based advice for the Minister, Deputy Minister, senior management, managers and staff on a wide variety of issues affecting the department and stakeholders. The incumbent will be responsible for hiring, training, coaching and managing the performance of staff, managing a budget, and managing funding agreements.
**Duties will include but are not limited to**:
- Hire staff (develop recruitment strategies, complete requests for staffing, screen, interview, design tests/assignments, etc.);
- On-board staff following corporate-, Department, and Division-specific processes;
- Succession plan for current and future human resources in the Division;
- Monitor staff complement for capacity gaps and complete in-house training activities with staff, and/or secure third party training for staff when needed;
- Implement the Division’s Policy Capacity Development and Mentorship Program;
- Monitor staff activities as per PSC policy;
- Use, implement and train staff on the Division’s policies and templates for policy products;
- Act as Senior Project Manager for all policy projects, with staff assigned as project manager/project lead;
- Maintain a system to track and monitor the progress of each project assigned to the Division;
- Assign staff to policy projects;
- Review and provide feedback to staff on all policy reports developed in the Division, prior to approval from the Director;
- Provide evidence-informed briefing materials to the Minister, Deputy Minister and Directors orally and in writing;
- Develop and deliver presentations for the purposes of briefing decision-makers;
- Meet with the Minister, Deputy Minister, Directors and Managers for the purpose of explaining policy projects and/or their outcomes and/or collecting information;
- Inform the Director of the Strategic Policy and Evaluation Division on current and potential policy issues and make recommendations;
- Act as Director of the Strategic Policy and Evaluation Division as needed in the Director’s absence, when applicable;
- Other duties as required.
**Minimum Qualifications**:
- Master’s degree in a closely related field (public policy, public administration, political science, etc.).
- Demonstrated equivalencies will be considered.
- Must have completed courses in public policy, public administration, political science, economics, law or evaluation.
- Must have completed university course in research methods.
- Extensive experience in policy development.
- Extensive experience in managing multiple short
- or long-term projects.
- Experience in economic policy/research/planning and/or trade
- Considerable experience writing Treasury Board, Executive Council or other official memorandum.
- Considerable experience leading teams through the project life cycle.
- Considerable experience supervising staff.
- Experience in strategic planning, evaluation or performance monitoring.
- Experience in stakeholder engagement/consultation processes.
- Experience in economic and trade analysis, and evaluation.
- Must have a demonstrated ability to:
- Lead, coach/mentor, influence, delegate and performance manage staff;
- Review, edit and provide feedback on the work of others;
- Foster and maintain respectful, inclusive and productive workplaces;
- Promote common values and ethics, build relationships, and focus on results;
- Communicate complex topics and advice to senior officials;
- Write high-quality error free reports and other documents;
- Manage, organize and prioritize multiple and competing projects and tasks;
- Manage change initiatives and lead others through changes;
- Think and plan strategically;
- Manage difficult conversations
