About the Ministry
The Ministry of SaskBuilds and Procurement provides central coordination and delivery of property management, information technology, procurement, project management, transportation and other support services to government ministries and agencies. In collaboration with SaskBuilds Corporation, the Ministry integrates, coordinates, and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches, and alternative financing models as appropriate. The Ministry also provides funding to the Provincial Archives of Saskatchewan.

The Assistant Deputy Minister, Operations and Service Delivery offers an ideal opportunity for a highly skilled, collaborative senior executive to provide strategic leadership, advice and direction on all matters related to operating critical services to internal government clients.

Assistant Deputy Minister Responsibilities
Reporting to the Deputy Minister, the Assistant Deputy Minister oversees critical operating services to government, including building management and maintenance, logistical and commercial services. This position provides strategic leadership to a large division that focuses on providing direct client service to successfully enhance the delivery of citizen and stakeholder programs and services.
As part of the organization's executive team, Assistant Deputy Ministers share responsibility for the development, planning and implementation of a strategic direction that aligns with the Saskatchewan Plan for Growth and ensures a ministry-wide perspective is incorporated into the delivery of programs and services.
The Assistant Deputy Minister, Operations and Service Delivery Division is responsible to:
- Lead and manage Ministry programs related to property management on government's portfolio of buildings;
- Deliver commercial services and logistical services for government (e.g. Saskatchewan Air Ambulance and Central Vehicle Agency), to address client needs and align with government policy;
- Operationalize the Ministry's vision and mission in relation to the goals of the division;
- Link the work of the division to the work of other divisions across the Ministry to ensure consistency with government goals;
- Provides strategic options, comprehensive policy advice, briefing papers, recommendations and perspectives to the Deputy Minister on functions, activities and issues;
- Represent the Ministry and province on various committees and task forces to provide input and perspective on program initiatives;
- Mentor and develop staff using strong leadership and team building skills with a focus on building organizational community;
- Demonstrate exceptional diplomacy through written and oral communication including the ability to work with, and influence, a variety of stakeholders; and
- Manage fiscal and human resources to ensure the effective use of resources in meeting Ministry plan objectives.
Background and Competency Requirements
This opportunity is for experienced senior executives with an exceptional history of achieving results in collaborative environments, ideally within the field of public policy development; program and service delivery; and/or public financial management. In addition, you will have:
- Leadership strengths that promote inclusion, engagement, accountability and foster a collaborative environment;
- A solid track record of building and maintaining credible, collaborative relationships across a diverse group of internal and external stakeholders;
- In-depth knowledge of government legislative and regulatory processes and protocols, in particular as it relates to public policy development and financial management;
- Proven capability to identify and deliver key strategic insights, counsel and policy to ensure decision making is made with the best possible advice;
- Well established consensus-building skills, strong leadership and team-building skills, with an ability to mentor and develop staff to a high level of accountability; and
- Exceptional diplomacy, with well-developed written and oral communication skills.
