The ministry is seeking a dynamic, high performing, values-driven and strategic leader to join our senior leadership team as Executive Director, Communications and Public Inquiries. The Executive Director will report to the Deputy Minister and will oversee the development and implementation of communication strategies that create awareness of the ministry's mission. This position will also develop communication activities targeted to the public, clients, employees, the media, and other key stakeholders to ensure that the ministry's strategic direction, programs, and services are understood and supported.
The Executive Director will:
- Advise the Minister, Deputy Minister, ministry staff, and key stakeholders on strategic direction and strategic partnerships for corporate communication;
- Lead a team of communications specialists, ensuring strong branch culture and a high performing team;
- Develop and manage communication links between the ministry and stakeholders at the provincial level to ensure initiatives and messaging are consistent with the ministry policy and strategic direction;
- Identify and manage political and sensitive issues from a public relations and communications perspective;
- Oversee the development, implementation, and evaluation of the strategic corporate communications plans, to ensure the ministry's plan is consistent with government and ministry mandate, goals, and objectives and to address the interdependence of the goals between the government and sectors;
- Lead strategic communications with stakeholders to coordinate communication plans such as program announcements implementing key government strategic actions;
- Oversee the creation of speaking notes, new releases and media advisors, key messages, question and answer documents, educational and awareness campaigns, visual identity, social media and correspondence;
- Lead the ministry's public inquiries function which handles upwards of 20,000 inquiries from the public annually;
- Oversee the ministry's online presence including its website and public knowledge base; and
- Oversee and approve internal communications.
The ideal candidate will have:
- Proven leadership ability;
- Issues management skills and the capacity to excel in high pressure situations;
- A track record of building and maintaining relationships with senior leaders;
- Superior interpersonal and communication skills;
- Knowledge, understanding and application of strategic communications;
- A solid understanding of ministry and public policy issues;
- Knowledge of public sector budgeting, forecasting, accountability, and decision-making processes;
- Demonstrated ability to act with ethics, display good judgment and make tough decisions in a timely manner; and
- The ability to sustain a high level of energy, drive, and personal commitment to the ministry.
Typically, the knowledge and competencies required for this position are acquired through:
- The completion of a degree in journalism, communications or marketing or related field along with;
- Several years of management and leadership experience in progressively more responsible positions related to communications or marketing, or an equivalent combination of education and experience.
