Position Summary
ETS is seeking a strategic and relationship-driven Manager to lead efforts in expanding TOEFL recognition across professional bodies and programs in Canada. This role will focus on identifying key organizations, evaluating existing partnerships, and building new relationships to ensure TOEFL is accepted as a valid measure of English language proficiency for licensing, certification, and professional development pathways.

Primary Responsibilities

  • Market Exploration & Mapping

  • Identify and prioritize professional bodies, regulatory authorities, and credentialing organizations across Canada, including College sector programs and licensing bodies.

  • Analyze program requirements and language proficiency standards to assess TOEFL alignment.

  • Partnership Development & Evaluation

  • Initiate and manage outreach to targeted organizations to promote TOEFL acceptance and preference.

  • Evaluate existing partnerships for effectiveness and renewal opportunities.
  • Develop tailored proposals and presentations to support TOEFL adoption.

  • Strategic Engagement

  • Collaborate with internal teams (e.g., Government Relations, Marketing, Legal) to align messaging and strategy.

  • Represent ETS at relevant industry events, conferences, and stakeholder meetings.

  • Reporting & Insights

  • Track progress against goals and provide regular updates to leadership.

  • Maintain a database of contacts, partnership status, and TOEFL recognition outcomes.

  • Adhere to ethical standards and comply with the laws and regulations applicable to the job function

Required Qualifications

  • Bachelor's degree in Business, Education, Public Policy, or related field (Master's preferred)
  • 5+ years of experience in partnership development, stakeholder engagement, or market development
  • Experience with CRM tools and partnership tracking systems

Preferred Qualifications

  • Familiarity with English language testing and international education
  • Experience working with government agencies or regulatory bodies
  • Bilingual (English/French) is a plus
