About the Role
Reporting to the Director of Community Housing & Inclusion, he Program Manager is responsible for ensuring high-quality, person-centered services for adults with complex disabilities living in staffed and supported homes. This role is on-site and provides leadership to staff, oversees daily program operations, and ensures compliance with regulatory standards, organizational values, and budgetary guidelines.
The ideal candidate is a compassionate leader with strong supervisory skills, a commitment to inclusion, and the ability to balance direct service, administration, and community building.
Key Responsibilities
P
rogram Leadership & Staff Support
• Lead, mentor, and support staff and practicum students to deliver high-quality services.
• Oversee hiring, onboarding, training, and performance management for team members.
• Provide on-call support and share coverage with other managers.
• Ensure adequate staffing levels within budget parameters.
• Foster a positive, collaborative, and inclusive workplace culture.
Participant Support & Service Quality
• Ensure individualized care and Person-Focused Plans are developed, implemented, and regularly updated.
• Respond to participant, family, and support network concerns in a timely, professional manner.
• Promote independence, inclusion, and community participation for individuals supported.
• Monitor and ensure safe administration of medications and health care plans.
• Report and respond to serious incidents as required by policy and funding bodies.
Administration & Compliance
• Manage program budgets in consultation with the Director of Finance
• Oversee payroll, scheduling, and attendance tracking.
• Maintain accurate records in ShareVision and other systems.
• Ensure compliance with licensing, health and safety standards, and organizational policies.
• Prepare and submit reports for funders, WorkSafeBC, and internal quality assurance processes.
• Contribute to policy development and program planning.
Quality Assurance & Continuous Improvement
• Participate in quality assurance reviews, audits, and internal evaluations.
• Ensure documentation and reporting meet all regulatory and funding requirements.
• Support professional development for staff and participate in training opportunities.
• Lead initiatives that strengthen service quality and participant outcomes.
Community Engagement & Advocacy
• Build and maintain positive relationships with families, funders, and community partners.
• Represent the organization on committees, networks, and working groups.
• Participate in community and fundraising events as requested.
Qualifications
Education & Experience
• Post-secondary degree in a related field (e.g., social services, community living, psychology, nursing).
• Minimum three years of supervisory/management experience.
• At least two years of direct experience supporting people with disabilities preferred.
• Equivalent combinations of education, training, and experience will be considered.
Skills & Knowledge
• Strong leadership, team-building, and communication skills.
• Knowledge of disability rights, person-centered planning, and inclusive practices.
• Experience with budgeting, scheduling, and program administration.
• Familiarity with non-profit operations, community resources, and government systems.
• Proficiency with computers and case management software.
• Ability to manage stress, adapt to change, and make sound decisions.
Requirements
• Valid BC Class 5 Driver's License (Class 4 Restricted preferred).
• Reliable vehicle.
• Current Emergency First Aid & CPR certification.
• Nonviolent Crisis Intervention training.
• Clear Criminal Record Check.
• Medical clearance (TB test or chest X-ray, physician's note of good health).
• Hepatitis B vaccination (if required).
