POSITION PURPOSE
To direct the general operation, administration and sworn and civilian staff of the Information Technology Branch: the analysis of current and future IT requirements, strategic direction and day-to-day operations of the IT Branch; prioritizing needs; researching available options; recommending solutions, and managing the implementation of these solutions. The Director of Information Technology is responsible for the strategic planning, management, and execution of information technology initiatives. The Director remains current in IT best practices and incorporates such practices into the IT Branch. MAJOR DUTIES & RESPONSIBILITIES
- The incumbent works toward broad organizational objectives, making decisions at a director level. The functions of this position are dynamic in nature. The incumbent encounters challenges that require the correct mix of hardware, software, personnel, and advanced knowledge to resolve.
- Develops and implements strategic plans and applications for the IT systems that will meet the current and future needs of the WRPS network in coordination with the ESCO Shared Services Director. Understands and considers the impact of changes made to ESCO, the Police Service as a whole, and individual Divisions and Branches across the Service.
- Oversees the development and maintenance of IT systems and infrastructure to support operations, ensuring the highest level of security and efficiency.
- Coordinates the assessment, analysis,selection, procurement and implementation of information systems, technology infrastructure and business solutions.
- Ensures the continuous supporting, monitoring, maintenance and upgrade of existing equipment to minimize down-time.
- Prepares objectives and budgets to facilitate the orderly and efficient capture, storage, processing and dissemination of information and interacts with all team members on internal and external operations, including review and approval of all major contracts for services and equipment, and maintains relationships with whom work must be coordinated or interfaced.
- Supports and creates integration structure with the Region of Waterloo such as payroll and PC hardware projects.
- Prepares annual reports on WRPS information technology operations.
- Develops and maintains statements of policies and procedures to ensure proper documentation and communication of necessary controls between WRPS and ESCO.
- Interfaces with external industrial and academic organizations to maintain state-of the-art knowledge in emerging technologies and to enhance the WRPS IT image.
- Through external networking and continuing education, assesses new technology and institutes IT best practices. within the Information Technology Branch.
- Identifies and monitors standards impacting mandatory telecommunications, legislated Policing Standards requirements (internal, external, provincial and federal), documentation procedures for various systems, file maintenance standards and procedures.
- Ensures the security and integrity of all IT systems, implementing cybersecurity measures to protect sensitive law enforcement data.
- Lead the development and execution of disaster recovery and business continuity plans.
- Ensure the continuous and secure operation of all IT systems to provide maximum performance and availability for the organization.
- Advises senior staff on IT related matters.
- Maintains and audits all inventory of technology equipment/software.
- Serves as project manager on specific information technology projects which includes multi-agency projects of other police agencies.
- Sets up and coordinates new IT pilot and departmental projects impacting the needs of WRPS staff.
- Manages within project's scope, schedule and budget.
- Establishes service system to investigate problems encountered by users and develop solutions.
- Assigns personnel to configure necessary hardware and software requirements, and ensures user training is provided with respect to software and hardware.
- Prepares, controls and monitors the Information Technology Branch budget, including large critical capital acquisitions such as telephone equipment and networking systems.
- Continually monitors and controls all systems expenditures.
- Co-ordinates, reviews and makes recommendations based on specialized knowledge for service-wide network hardware and software expenditures. Implements approved recommendations.
- Identifies staff training requirements and works with Community and Corporate Services to procure the necessary training.
- Ensures adequate staffing to meet current and future service needs. Participates in the recruitment process of IT personnel.
- Establishes performance standards and conducts regular performance evaluations.
- Applies service policies and procedures.
- Plans, schedules, and assigns tasks.
- Understands the IT needs of civilian and officer requirements to facilitate expeditious direct querying,accessing and data entry of information by officers and civilians.
- Liaises with and maintains relationship with the Region of Waterloo's Information Technology Branch for the purpose of sharing services, HXM.
- Liaises with and maintains relationships with ESCO Shared Services Director and members.
- Liaises with and maintains relationships with other law enforcement and other government agencies regarding Information Technology (such as CPIC, MTO PARIS, ViCLAS, POWERCASE, and the Campbell Project - Major Case Management).
- Remains current on new developments in information technology, wireless solutions and network enhancements. Attends additional courses and/or training to establish currency of knowledge pertaining to the IT field.
- Maintains a current and well-developed network base within the IT sector.
- Performs other related duties as assigned.
SKILL
- Comprehensive knowledge of LAN, WAN, servers and technologies used in law enforcement
- Knowledge of VB, C+, HTML, Windows, Microsoft Project, ORACLE Si, SQL, XML, ERWIN, ACCESS, GIS Mapping, Database Administration, RMS, ERPs, HRIS, Financial Information Systems, Learning Management Systems, Talent Management Systems, Web management, IT infrastructures, network architectures, data management, Telephone infrastructure, VOIP Infrastructure, CPIC, CPIC MQ, Firewall and Technical Security Systems, cybersecurity, PKI, Entrust and mail routing protocol
- Bachelor's degree plus related experience. Master's degree is preferred.
- Microsoft Certified Systems Engineer (MCSE) is an asset.
- Experience with cybersecurity and data protection practices.
- Minimum of eight (8) to ten (10) years of experience in IT, including supervisory experience
- Minimum 3 years of experience at a senior management level is required.
- Resource management and budgeting skills required
- Knowledge of police computer networks and systems and current policing practices an asset
