Reporting to the Director, Workforce Planning, Staffing, Systems, & HR Analytics, the Manager, Human Resources (HR) Systems is responsible for developing HR-wide systems strategy to support PHC’s short-term and long-range human resource requirements and business strategies. This includes design, development, implementation, and maintenance of reliable systems to enable delivery of robust and reliable business system and related data used for workforce planning, recruitment/retention, and other priorities established within the People portfolio.
The Manager will also develop strategies to help in development and implementation of improved business process to increase efficiency and productivity; and coordination with internal departments to ensure the reliability, interoperability, and best utilization of system capabilities to increase accuracy, efficiency, and up-time.
The Manager supports HR Business Systems and the development/execution of a systems roadmap in partnership with operations, HR leaders, and other internal and external stakeholders to ensure that appropriate systems solutions are available and delivered on time and within budget.
The Manager Collaborates with counterparts in other Providence Health Care (PHC) departments, Vancouver Coastal Health (VCH), PHSA and/or other health care agencies on departmental systems and process concerns and represents PHC interests in the implementation and coordination joint projects/initiatives related to these areas.
**Pay Range**: $92,720 - $133,286 annually
**Skills**:Knowledge of project management methodology, change management principles and the ability to lead projects and manage project teams.
Experience managing service contracts, development of technology roadmap, systems procurement and implementation, reporting and audit.
Leadership of development, design and leadership of system sustainment services, processes, communication, and reporting practices.
Demonstrated knowledge and experience with technology development, and product development lifecycle, technology evaluation, implementation and controls.
Ability to communicate effectively both verbally and in writing to all levels of the organization, with the specific ability to communicate complex ideas/processes in simple terminology.
Ability to work independently or in a collaborative environment and lead cross-functional initiatives.
Ability to effectively prioritize and execute tasks in a fast paced environment.
Demonstrated quantitative, analytical, problem-solving, and organizational skills.
Demonstrated attention to detail and the ability to maintain high quality standards.
Ability to effectively manage budget and staff resources.
Ability to plan and coordinate work effectively.
Physical ability to perform the duties of the position.
Education
A level of education, training and experience equivalent to a Master’s Degree in Computer Science, Operations Research, Industrial Engineering, Economics plus five (5) to seven (7) years recent, related experience in technology development, integration and implementation, PM, and sustainment services. Experience in supporting extraction of system data for warehousing and reporting, as well as implementation of audit and controls. Working knowledge of human resources practices, HRIS, and/or health care operations delivery is an asset.
Duties
In collaboration with the Director, develops the overall strategy for system deployment, maintenance and service delivery; develops detailed roll out plans including resource requirements, timelines, testing, communication strategies, and cost implications; and engages appropriate cross-functional stakeholders within the organizations and external vendor at applicable milestones in process.
Builds strong relationships with Clinical/Operations leaders at various levels throughout PHC, People Services teams such as Staff Scheduling, Talent Acquisition and other key stakeholders and partner organizations to understand current and future needs in relation to business systems and operational processes.
Ensures the ongoing functionality of HR systems by ensuring systems are meeting user needs; meets regularly with user groups, vendors, IMITS, the workforce planning and HR data reporting teams, and other relevant stakeholders to gather input and provide feedback on system related issues and develop strategies and actions required for correction.
Develops policies and procedures regarding areas such as system access, use, performance and documentation. Ensures timely dissemination these policies and procedures to applicable stakeholders.
Works with user groups and vendors to monitor effectiveness of HR business systems. Actively look for opportunities for improved automation, fostering a culture of innovation, leading practices, to promote efficiencies, service quality and customer experiences.
