The opportunity

Reporting to the Manager of Operational Safety, the Safety Specialist will provide active leadership to ensure corporate policies and regional practices and procedures are followed with the additional focus of leveraging best practices across the Area. The incumbent will act as a technical expert resource for safety risk identification and mitigation during routine pipeline facilities and operations, projects and construction activities. This role will lead the development, implementation and monitoring of employee safety programs based on analysis of audit, inspection and statistical findings. The incumbent will ensure the Area is in compliance with federal, provincial and local regulations including TC Energy Health & Safety criterion by maintaining high standards of documentation, record keeping and timely reporting. The successful individual will possess demonstrated leadership with a proven track record of influencing and motivating core staff, line management, and contractors that result in positive outcomes.

Relocation Eligibility: This position is eligible for our domestic relocation program

What you’ll do
- Providing occupational health & safety leadership, guidance and mentoring for area personnel
- Assists in the development and implementation of employee health and safety programs
- Developing plans, injury prevention programs, specialty training materials and related actions to mitigate risks identified or related to incidents, regulatory events, hazard advisories, best practices and facility projects
- Promote a psychologically safe environment and proactive, positive safety culture
- Acts as liaison with the intent of sharing best practices, resolving escalated issues
- Collaborate with other Areas, with our safety team, and with industry partners to continually enhance and execute on our safety vision, strategy, and tactics to drive to zero is real.
- Participate in/support the Business Unit Joint Health & Safety committee
- Conducts training programs and leads exercises to instruct and assess employees in safe work practices and emergency procedures
- Provide support for projects on new and existing assets to include development of safety plans, hazard identification and mitigation, field support, contractor oversight and support, and project turnover to Operations
- Maintaining statistical databases, trending and reports for Area leadership
- Ability to correct safety deficiencies upon discovery and take action to reduce risk
- Conduct and act as an expert resource for incident, near hit, and 24/7 SHARE investigations, developing and implementing innovative and practical solutions, and sharing of learning opportunities
- General oversight and technical support of employee medical surveillance, respirator fit testing, noise surveys, PPE selection/administration, onsite hazardous material management, general waste management and facility safety equipment maintenance (spill kits, first aid, showers etc.)
- Carries out periodic safety inspections to monitor compliance to safety programs, including federal, provincial and local regulations
- Interacting with regulators and external visitors during onsite inspections
- Assists in the implementation of emergency management programs
- Maintain Incident Command System minimum qualifications in order to serve as Safety Officer on -site in the event of a significant incident
- Travel within the assigned area to support field activities (approx. 50%)
- Other tasks as required

Minimum Qualifications
- Post-secondary education in health and safety, OH&S Certification or equivalent combination of education and experience
- 6 years of related work experience in a safety field or safety sensitive role
- Strong technical safety expertise (risk management and safety management systems, loss control management, hazard identification, incident investigations, emergency preparedness and response, design engineering, etc)
- Experience with oil and gas or power facilities
- Academic training, certification and related work experience (certification or accreditation in an environmental or scientific discipline) would be an asset

Preferred Qualifications
- Canadian Registered Safety Professional (CRSP) or Certified Industrial Hygienist (CIH) desirable
- Strong leadership, interpersonal, analytical and communication skills
- Strong planning and organizational skills
- Demonstrated ability to solve problems and multi-task
- Ability to work independently within a team environment
