Program Manager Traffic Safety

Job Description:
**POSITION PURPOSE**
Reporting to the Manager, Corridor Control and Road Safety, this position is responsible for daily management of the traffic safety function and responding to stakeholder inquiries and complaints; recommends safety improvements and consults with the public; supports and assists management by overseeing the activities and performance of frontline staff; drafting traffic bylaw revisions and representing the Region at regular public meetings and consultations; interacting with elected officials; works towards increasing public safety and protecting the Region from liability; preparing reports for management and presenting recommendations to increase operational efficiency and public safety.
**MAJOR RESPONSIBILITIES**
- Administers Region’s policies and develops standards relating to public safety on Region’s roads.
- Develops programs and projects to monitor, evaluate and improve safety of traffic operations on Regional roads.
- Implements programs, policies and bylaws to manage congestion and support improvements to Regional transportation network (new roads, new traffic signals, regulatory speed limit revisions, etc.).
- Conducts road safety audits for all Regional roads.
- Develops and monitors policies and procedures for quality assurance/control of safety projects, ensuring that as-constructed locations comply with approval requirements.
- Establishes standards for as-constructed and other record drawings and ensures submission in accordance with Regional practices and expectations for traffic safety.
- Assists management in developing annual business/work plans and in developing service plans and staffing proposals.
- Provides input into budget and business plan development, policies and procedures.
- Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
- Responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
- Liaises, fosters and maintains positive relationships with internal staff and external contacts, government and non-government agencies and the public.
**QUALIFICATIONS**
- Successful completion of a University Degree in Transportation or Civil Engineering, or approved equivalent combination of education and experience.
- Minimum of three (3) years’ experience in traffic management, traffic safety and operations, and demonstrated one (1) year of supervisory experience.
- Solid understanding of transportation and engineering disciplines in road design and traffic flow.
- Sound decision making and judgement skills; excellent public speaking and presentations skills.
- Strong knowledge of traffic engineering and safety policies; legislation related to traffic engineering and regulatory control and traffic regulation approval process.
- Experience in financial management and business planning.
