**Job Description**:
**POSITION PURPOSE**

This position is responsible for allocating, supervising and supporting both internal and external staff resources required to deliver the roads capital construction program and related infrastructure. Supports project teams to ensure projects remain on schedule and on budget. Works with project teams to ensure due diligence and compliance with contract documents, plans, specifications, agreements permits/approvals, regulatory and legislative requirements during construction. Oversees financial administration activities for construction work and provides constructability input during environmental assessment and detailed design phases. Maintains quality assurance for services provided by external consultants and contractors and reviews standards, specifications and approved processes related to construction activities.

**MAJOR RESPONSIBILITIES**
- Schedules, allocates and oversees internal staff resources to support construction; identifies efficiencies to improve task delivery.
- Recommends hiring of consultants for construction administration, inspection, and field testing; provides input to scope of work for Requests for Proposals, manages contracts to support oversight of construction.
- Provides input on constructability of design including cost effectiveness of proposed methodology, traffic safety, utilities, schedules etc; provides input on the pre-design meeting, project scoping and contractor pre-qualifications as necessary.
- Monitors construction risks and opportunities and makes recommendations to management to manage risk effectively
- Coordinates and provides input into the development and maintenance of Branch procedures, standards, guidelines, specifications, and templates pertaining to constructions.
- Provides guidance on field testing methodologies for concrete, granulars and asphalt and assists in interpretation of results, as required.
- Assists in the review of budget forecasts for construction and anticipated construction schedules including sequencing, working day and construction costs estimates to assist the project team as required.
- Oversees the administration of complex construction projects including supervision of internal staff and external consultants, traffic safety, public communications/relations and ensures due diligence to comply with contract documents, agreements, permits/approvals, and legislation.
- Ensures that field staff work in a safe manner and utilize all required health and safety equipment and protective devices and follow all measures and procedures as required by the Occupational Health and Safety Act and Regulations and Regional Policies.
- Participates or acts as Department representative on various internal and external committees, task forces and focus groups, as directed.
- Manages information in accordance with legislation and corporate standards.
- Performs other duties as assigned, in accordance with Branch and Department objectives.

**QUALIFICATIONS**
- Successful completion of a College Diploma in Civil Engineering Technology or approved equivalent combination of education and experience.
- Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist or be registered in an approved equivalent professional association.
- Minimum five (5) years directly related experience in construction of road, or water and wastewater infrastructure in a municipal environment including managing complex linear and discrete construction projects and minimum two (2) year of direct supervisory experience.
- Demonstrated knowledge of relevant program development, applicable legislation and industry standards, and current practices.
- Demonstrated knowledge of relevant Standards, Acts and Regulations.
- Demonstrated ability in the Region's leadership and core competencies.
- Demonstrated knowledge of construction practices, design, estimating of construction contracts, survey procedures and layout for interpretation in the field.
- Demonstrated project coordination/management skills.
- Demonstrated ability to plan, coordinate, implement and evaluate programs and services in assigned program area, and to develop and implement change management plans.
- Valid Ontario Class “G” driver’s license free of serious offences under the Highway Traffic Act
- Ability to work outside regular business hours.
