Procurement Specialist

**Job Title**: Procurement Specialist (Non-IT) - Intermediate
**Work Schedule**: Monday-Friday, 8:15 AM - 4:30 PM (Alberta Time)
**Duration**: 12 Months (Possible Extension)
**Start Date**: November 2025
**Interview Window**: November 17-20, 2025
**Engagement Model**: Per-Worker / Onsite.
**Key Responsibilities**
**Solicitation Document Preparation**
- Develop and implement procurement strategies aligned with departmental objectives.
- Research and refine business, operational, and technical requirements.
- Draft and coordinate detailed solicitation documents (RFI, RFP, RFQ) for stakeholder review.
- Identify potential subprojects requiring separate vendor solicitations.
- Interpret RFXs for vendors and prepare responses to formal inquiries.
**Evaluation & Debrief**
- Develop evaluation methodologies, scoring plans, and award recommendations.
- Review vendor proposals for completeness, accuracy, and compliance.
- Facilitate evaluation committees and coordinate bidder conferences.
- Document evaluation results, prepare reports, and support vendor debrief sessions.
**Post-RFX Activities**
- Support contract negotiation and finalization with selected vendors.
- Conduct post-procurement reviews and performance evaluations.
- Maintain complete, auditable procurement and contract records.
- Provide process improvement recommendations based on lessons learned.
**Qualifications & Skills**
- 3-5 years of progressive procurement experience (public sector experience preferred).
- Strong knowledge of RFX and competitive bidding processes.
- Familiarity with the **Government of Alberta’s procurement policy framework** is an asset.
- Excellent analytical, organizational, and communication skills.
- Post-secondary education in **Business, Supply Chain Management, or a related field**.
- Professional designation (e.g., SCMA, CPSM, or equivalent) is considered an asset.
**Additional Requirements**
- **Onsite Role**: Must be available to work from the Edmonton location.
- **Background Check**: A clear criminal record check is required before onboarding.
