Job Title: Procurement Specialist (Non-IT) – IntermediateJob Type: Contract PositionLocation: On-site – Office in downtown Edmonton, AlbertaPosition OverviewThe Procurement Specialist will manage and support procurement activities throughout the full procurement lifecycle for a public sector organization. Responsibilities include preparing procurement strategies and solicitation documents, evaluating vendor proposals, supporting contract finalization, and ensuring compliance with procurement policies and standards.Key ResponsibilitiesSolicitation Document PreparationDevelop procurement strategies based on project goals.Conduct research to clarify business and technical requirements.Prepare and refine solicitation documents (RFXs), including Requests for Proposals (RFPs), Quotes (RFQs), Information (RFIs), and others.Identify potential subprojects requiring separate procurements.Guide to prospective vendors by interpreting procurement documents and drafting formal responses to inquiries.Evaluation & DebriefCreate evaluation methodologies, plans, and schedules.Review vendor submissions for completeness, accuracy, and compliance.Prepare evaluation documentation and award recommendations.Assist in organizing vendor presentations and bidder conferences.Support the debriefing process for unsuccessful vendors.Post-Solicitation ActivitiesAssist in the contract finalization process.Compile performance evaluations and lessons learned after procurement activities.Prepare formal evaluation reports and recommendations for approval.Maintain accurate and organized procurement and contract records.Mandatory QualificationsPost-secondary education in procurement, supply chain, business, or a related fieldExperience with Adobe Acrobat Pro or similar software. Minimum 2 yearsExperience with full lifecycle procurement (e.g., RFPs, RFQs, RFIs, negotiations, evaluations). Minimum 4 yearsExperience with public sector procurement and knowledge of trade agreements. Minimum 4 yearsPreferred QualificationsCompletion of SCMP or equivalent certificationExperience in proofreading and formatting Word documents. Minimum 2 yearsExperience using SAP and Ariba for contract management. Minimum 2 yearsExperience with e-bidding platforms. Minimum 2 yearsExperience using Microsoft Outlook features (email, tasks, calendar). Minimum 2 yearsBasic Excel skills. Minimum 2 yearsEquipment and WorkspaceOffice space, computer, and necessary supplies will be provided on-site.Access to internal systems and credentials will be arranged as required.
