Position Overview:
- The Traffic Project Coordinator position plays an important role on Kitchener’s Transportation Services team planning and coordinating traffic and parking control for all road construction projects and special events, including the design, maintenance, coordination, and supervision of all traffic detours and applicable advisory signing; acts as the City contact for all public and private construction and special event activities within the public right-of-way on City of Kitchener streets; provides direction and consultation for project coordination, scheduling and monitoring of Capital road construction projects, ensuring compliance to regulations of the OTM Book 7; and acts as a primary contact for the construction industry and stakeholders.
**Responsibilities**:
- Plans and coordinates traffic, parking, and pedestrian controls for all major (Capital project) and minor (daily operation) construction and reconstruction projects on City and Regional right-of-way.
- Coordinates all existing and upcoming road closure information notification of emergency services and other affected agencies.
- Reviews contractor submitted traffic control/protection plans and regularly inspects sites for compliance and safety.
- Examines Engineering drawings for reconstruction projects to determine traffic and parking requirements for inclusion in City and Regional contracts.
- Enforces and ensures projects adhere to permit and contract specifications. Issues stop work orders and provincial offence notices.
- Provides problem negotiation/resolution and or solutions with respect to unforeseen construction issues with contractors and responds to and investigates general complaints regarding traffic, parking, and pedestrian safety at construction sites on City and Regional rights-of-way.
- Liaises with contractors, general public, other City/Regional divisions, and various utility companies with respect to construction activities and staging of new and/or relocations of affected installations.
- Negotiates with businesses and residents regarding access requirements and provision of alternate parking arrangements during construction projects.
- Acts as City representative at Public Information Open Houses, and at preconstruction and daily on-site meetings with contractors, consultants, and City/Regional personnel regarding construction projects.
- Performs regular site inspections and measurements involving the reinstallation of sign locations and reinstating pavement-marking plans once reconstruction is complete.
- Makes traffic comments and approves locations on all Municipal Consents submissions and Legal Agreements for work approvals on City and/or Regional rights-of-way (including borehole locations for geo-technical testing and monitor well installations and sampling locations).
- Responds to inquiries regarding Parking Infraction Notices, with authorization to cancel those issued relating to Special Events and/or construction.
- Plans, coordinates, and issues permits for all special events within Kitchener on City and Regional right-of-way with respect to road occupancy/closures, traffic and parking control; liaises with Waterloo Regional Police and other agencies and prepares reports to Council, if required.
- Ensures safe traffic practices in the operation of Special Events; planning includes eliminating construction conflicts or conflicts with other events.
- Acts as City contact for the development of policies and practices related to execution of construction zones. Provides guidelines, policies, legislative interpretation to staff, contractors, residents and businesses.
- Performs other related duties as assigned including, but not limited to, project management and coordination for various transportation initiatives.

- Minimum 3 year degree or diploma in Transportation Engineering, Civil Engineering, Transportation Planning or related field.
- Minimum of 2 years’ related experience including the coordination of temporary condition traffic control plans, or the coordination or inspection of roadway construction projects.
