**Term: 1 year**

The primary responsibility of a Parking Enforcement Officer is to enforce campus parking regulations through regular patrols by vehicle, foot, and bicycle, using license plate recognition and automated systems. Duties include issuing tickets, arranging towing, overseeing off-campus properties, assisting with deliveries, and supporting users at payment terminals. The goal is to ensure safety, order, compliance, and fairness within campus parking facilities.

University of Waterloo comprises of over 8.3M gsf of space supporting over forty thousand students in undergraduate and graduate programs, prestigious cutting-edge research, residences, and wide range of support services. All these activities are supported by a complex transportation infrastructure including over six thousand parking spaces.

**Responsibilities**:
Enforcement
- Identify vehicles in violation of university policy and/or Sustainable Transportation Parking Regulations. Works within the authority given to determine the most effective method to gain compliance of the regulations. This includes issuance of both university and city specific municipal tickets (City of Kitchener, Waterloo and Stratford)
- Coordinates with dispatchers using two-way radios or cell phones, when necessary to confirm identities or to determine whether vehicles need to be ticketed or towed
- Identifies and removes from campus, via towing liaison, vehicles that are non-compliant and meet removal criteria. This includes ensuring complete documentation and photo evidence of any vehicle taken into custody. Directs tow-truck drivers to the correct vehicles
- Uses vehicle mounted License Plate Recognition (LPR) equipment to assist in information gathering, identification of vehicles in violation, and enforcement of permit and parking lot regulations
- Facilitates the secure collection and proper handling of funds from all pay-and-display machines and parking meters, ensuring safe transfer for deposit
- Documents and gathers photo evidence for use in evidentiary disclosure packages; to adhere to the municipal penalty notice dispute process (City of Kitchener, Waterloo and Stratford)
- Supports Special Constable Services with traffic control duties, attending maintenance requests, and addressing all parking-related matters as they arise
- Performs traffic control duties such as setting up barricades and temporary signs, placing bags on parking meters to limit their use, or directing traffic during major campus events
- Provide information to the public regarding parking regulations and facilities, and directions to campus buildings and points of interest
- Diffuses tense and volatile situations using conflict resolution, de-escalation, active listening and negotiation strategies
- In cooperation with campus partners, facilitate smooth operation of major campus events utilizing traffic control duties such as setting up barricades and temporary signs, directing intersection traffic, way-finding, and maximizing parking lot efficiency and safety
- Performs after hours maintenance of malfunctioning payment terminals and gates. In conjunction with the use of manual point-of-sale devices and customer support
- Collection of money from all pay and display and parking meters for deposit
- Undertakes research and specialized projects as determined by the Manager, Sustainable Transportation

Qualifications:

- A certificate of Graduation from an accredited Law and Security or Police Foundations Program from a Community College or equivalent
- Valid driver’s license
- Two years of experience in a parking related field is preferred
- Excellent customer service skills including strong sense of diplomacy and confidentiality
- Strong communication skills both verbally and written
- Knowledge of conflict resolution, negotiation, de-escalation techniques and strategies
- Class G vehicle operators license Proficient with computers and a computerized ticketing system
- Knowledge of AIMS (Automated Issuance Management System) would be an asset
- Must have an above average level of fitness, and stamina to be successful in this roll
