As the Manager, HR Operations, you will be responsible for providing leadership, strategy development, guidance, and oversight for the overall governance of HR service delivery and operational excellence of the HR Service Centre, Payroll, and Analytics and Reporting functions.

You will manage the HR Operations group and provide leadership to ensure effectiveness of work between the various branches within the department. You will also advocate for HR Operations in the broader organization with a focus on the employee experience.

As a key member of the HR leadership team, this position contributes to the identification, development and implementation of improvement and strategic initiatives contained in the business plan

**Responsibilities**:

- Lead the strategy, development, implementation and continuous improvement of HR Operations and service delivery
- Provide guidance for inquiries and transactions, issue resolution, triage requests and administer programs consistently while establishing HR customer service excellence
- Strategize, guide and oversee clear communication of service delivery structures to the wider organization in support of HR Operations as the primary point of contact
- Guide and oversee the development of a sustainable knowledge management system providing stakeholders with access to information to support strategically aligned, evidence-based business decisions for purposes such as workforce planning, budgeting, developing improvement plans, reporting and information gathering
- Lead the delivery of centralized payroll services
- Ensure accuracy in time reporting and that rules and guidelines are followed, including pension administration, and all remittances
- Responsible to collaborate with Corporate Finance, Financial Planning and Organizational Effectiveness to ensure compliance with legislation and Financial and HR Policies
- Lead HR Information Systems and Reporting/Analytics
- Develop and maintain the HRIS service delivery model, in conjunction with the County’s sustainment team to ensure alignment with the overall ERP system
- Support the technology strategy to maximize investment
- Lead HR technology initiatives by bringing systems mindset to ensure feasible solutioning to support business transformation
- Guide and oversee continuous improvement in HR’s strategic analytical and reporting capabilities to enable HR to support the broader organization, identify trends and raise issues
- Oversee HR data requirements and identify requirements to the system in order to effectively deliver employee HR and payroll services. Oversees the provision of reporting on payroll and employee data
- Contribute to the identification, development and implementation of improvement and strategic initiatives contained in the business plan
- Provide effective personal leadership to enable staff to develop their potential and achieve desired results, provide coaching and mentorship to staff and colleagues as appropriate, and develop personal leadership capabilities

**Qualifications and Skills**
- Bachelor’s degree with a focus in Human Resource Management, Business, Finance or a related area
- Minimum of 10 years of directly related senior work experience along with a minimum of three years of leadership experience
- Experience in Human Resources with a broad knowledge of Human Resource management including compensation, benefits, HR analytics and reporting is an asset
- Experience in leading customer service focused work groups
- Experience in researching, drafting, and maintaining policies, guidelines, workplace practices and processes
- Preference for public sector experience working with multiple employee groups (unionized and non-unionized)
- Excellent interpersonal skills with a solution-oriented focus and the ability to develop productive relationships with all levels of management, employees, and union representatives
- Knowledge of contract interpretation, contract management and financial management
- Excellent managerial and leadership skills along with strategic, critical thinking and analytical skills
- Ability to work under pressure, manage a variety of projects simultaneously and within deadlines Excellent communication and presentation skills to clearly and concisely present recommendations and supporting analysis to senior leadership
