Talent Acquisition Strategist

The Mullings Group, a private family office investment enterprise based in Victoria, BC, seeks a seasoned Talent Acquisition Strategist to lead the development and implementation of effective sourcing, development, and succession planning programs. This critical role reports directly to the Vice President, Human Resources, and is instrumental in driving organizational growth and diversity.
About the Role
This key position requires expertise in developing and implementing talent development and succession planning programs that align with the organization's evolving needs. The successful candidate will work closely with talent acquisition and HR operations teams, as well as senior management, to design and execute strategies for identifying, developing, and retaining top talent. A strong focus on building a proactive sourcing program that meets the needs of an evolving organization is essential. Experience networking with passive and active senior-level candidates is also crucial for building and maintaining candidate pools and talent pipelines.
Responsibilities
- Develop short-, mid-, and long-term human capital sourcing, development, and succession planning strategies to meet the organization's evolving needs.
- Support the development and roll-out of employee sourcing, development, and succession planning programs in conjunction with the implementation and enhancement of Ceridian Dayforce Talent modules (ATS, Onboarding, Performance Management, Succession Planning, Compensation).
- Establish standardized processes and templates for key sourcing, development, and succession planning activities.
- Develop KPIs and related reporting metrics for tracking progress against strategic sourcing, development, and succession planning initiatives.
- Foster internal talent mobility for succession planning, talent development, and optimization of key resources/skills.
- Drive organizational and project-based workforce planning discussions, identifying critical positions, high-potential key talent, and develop strategies to support short- and long-term resourcing needs.
- Evaluate and negotiate long-term partnership agreements with agencies, job boards/social media, training, and assessment providers, and other vendors.
- Manage full-cycle recruitment processes for executive and leadership roles, ensuring best-in-class service delivery to candidates throughout the process.
- Develop and implement a bespoke relocation program, including vendor relationship-building.
- Manage candidate assessment processes, including technical and psychometric testing.
- Build long-term relationships with post-secondary schools, developing training and co-op/internship programs to create a skilled worker pipeline.
- Design resourcing programs to promote diversity and inclusion across the organization.
- Manage international recruitment activities, including global campaigns for skill shortages and key talent, and coordinating immigration processes (LMIA's, Work Permits, PNP).
- Design and implement resourcing initiatives, including new graduate training, employee referrals, and alumni programs.
Qualifications
- 7+ years of experience in talent acquisition/development, with expertise in developing and implementing talent development and succession planning programs.
- Undergraduate degree in Business Administration or related discipline; CPHR designation considered an asset.
- Proven ability to build a proactive sourcing program that meets evolving organizational needs, ideally within a family office context.
- Strong experience networking with passive and active senior-level candidates to build and maintain candidate pools and talent pipelines.
- Proven experience establishing and managing third-party vendor agreements/contracts.
- Strong project management skills and experience with Ceridian Dayforce (specifically the Talent modules – ATS, Onboarding, Performance Management, Succession Planning, Compensation) is highly valued.
- Strong knowledge of Provincial and Canadian Labour and Employment Laws, preferably in multi-provincial jurisdictions.
- Excellent written and oral communication and interpersonal skills, with a commitment to business process improvement and efficient service delivery.
- Strong personal values, integrity, and hands-on work habits, comfortable in diverse operational environments.
- Ability to think creatively and solve problems, with consensus-building skills necessary for addressing sensitive business issues.
