Capital and Maintenance Program Analyst Role Summary:

The Capital and Maintenance Program Analyst is a key member of the Toronto Hydro team, responsible for ensuring the effective business operations associated with THESL Capital and Maintenance programs and operating expenses for the Distribution Operations, Capital Construction and Transit Division.

Key Responsibilities:

  • Support the design and construction team with project management, including analytics, monthly billing, invoice review and approval, and project change request documentation.
  • Track project folders, material ordering, maintenance scheduling, and work requests.
  • Prepare reports and schedules meetings to monitor program delivery status and outcomes.
  • Identify gaps and trends, analyze root causes, and develop recommended solutions.
  • Participate in pre and post-construction meetings to ensure safety management, adherence to standards and quality, schedule attainment, and resourcing.
  • Collaborate with THESL inspectors and/or assigned third-party auditors to ensure compliance with required processes and procedures.
  • Assist the Supervisor in establishing and measuring contractor performance, identifying issues, and developing solutions to close gaps.
  • Prepare monthly reports, including variance reports for financial re-forecasting.
  • Responsible for project closure, including final project cost true-ups and project cost accruals.
  • Act as a liaison with internal and external stakeholders to mitigate issues and construction approvals.

Requirements:

  • Bachelor's degree in Engineering or Business.
  • Three to five years of experience in data analysis, gap analysis, and reporting results.
  • Experience in design and construction, dealing with external contractors, business process redesign, analysis for business projects, identification of areas for improvement, and development of new initiatives.
  • Project Management Professional (PMP) designation is an asset.
  • Excellent verbal and written communication skills.
  • Excellent analytical and business solution development skills, including the ability to function effectively in a dynamic environment.
  • Knowledge of OHSA, Toronto Hydro/EUSA Rule Book, Transportation of Dangerous Goods, and relevant safety, electrical, and environmental legislation and regulations is an asset.
  • Fully proficient in Microsoft Office applications, including advanced working knowledge in MS Excel, MS Project, MS Access, and MS Word.
  • Ability to proactively flag At-Risk areas of business based on analysis of data and Key Performance Indicators.
  • Ability to develop statistical tracking methodologies to track performance and measurement against set standards of quality.
  • Awareness of project/program management processes, principles, and methodologies.
