Southeast Resource Development Council Corporation (SERDC) is a dynamic organization seeking an accomplished Chief Financial Officer. This pivotal role plays a key part in the senior management team, overseeing daily operations and providing expert financial guidance. A strong leader with expertise in financial management, organizational development, project management, communication, and establishing robust financial controls and procedures is essential.

Key Responsibilities
  • Collaborate with the Director of Finance to deliver comprehensive financial reports, ensuring timely submission to stakeholders.
  • Partner with related entities to record and reconcile transactions, maintaining transparency and accuracy.
  • Work closely with the Director of Finance to provide detailed financial, accounting, and operational reports to the Executive Director, Division Directors, Board of Directors, and/or Finance Committee within set deadlines.
  • Consult with Division Directors on periodic financial reports to support informed budget management decisions.
  • Advise on ensuring the integrity and accuracy of financial reporting systems and controls.
  • Evaluate compliance with all financial reporting requirements, including contribution agreements and contracts.
  • Collaborate with the Director of Finance to prepare accurate and timely annual audited financial statements.
  • Provide strategic guidance on the annual financial audit process and offer hands-on support for its completion.
  • Assist in addressing auditor comments and oversee necessary actions to mitigate deficiencies.
Budgeting & Planning
  • Support the Executive Director and Senior Management Team in developing and implementing a strategic plan, regularly reviewing and updating it as needed.
  • Communicate and guide Division Directors in creating and executing work plans, budgets, deliverables, and reporting requirements, providing recommendations to the Board of Directors.
  • Ensure that operational activities and initiatives align with the organization's vision, mandates outlined in work plans, budgets, and objectives identified in the SERDC By-laws.
  • DIRECT, supervise, monitor, and assist personnel in completing required deliverables as per work plans.
  • Develop and operationalize key initiatives, assigning accountabilities, budget, preferred outcomes, and performance measures consistent with the annual strategic plans.
  • Analyze the success of strategic initiatives and recommend adjustments.
  • Provide leadership in developing and implementing the annual budget in consultation with the Executive Director and the Director of Finance.
  • Ensure that significant contracts with external service providers are satisfactory before finalization or renewal.
Internal Controls
  • Establish and implement robust internal controls and processes across divisions and programs.
  • Review and monitor existing internal control mechanisms and systems.
  • Develop and recommend new policies and procedures.
  • Maintain compliance with approved policies, procedures, and controls throughout the organization.
  • Collaborate with the Director of Finance to create a comprehensive asset listing, ensuring effective asset controls are implemented and monitored.
  • Promote training for finance personnel to understand and undertake their responsibilities for timely and accurate transaction recording, reconciliation, and reporting in preparation for monthly financial reports for the Executive Director.
  • Take a lead role in negotiating and approving key terms in all contracts.
Qualifications
  • A Chartered Professional Accountant (CPA) designation is mandatory, with a preference for those holding a Chartered Accountant (CA) designation. A relevant graduate degree, such as a Master of Business Administration (MBA), is also preferred.
  • A minimum of eight (8) years of career experience and success in senior-level management with a Canadian organization.
  • Experience with Sage 300 accounting software.
  • Knowledge of First Nation and Indigenous taxation rights, laws, and practices.
  • Excellent computer skills, including proficiency in MS Office applications.
  • Preference will be given to Indigenous candidates.
  • Knowledge of Indigenous culture and Southeast communities is an asset.
