Job Summary

The Subcontracts Lead is a key member of our team responsible for the management of subcontracts to support new vessel construction. This role is focused on the subcontracting activities from preaward activities, including the management of the entire bid process, proposal analysis, the formation of the subcontract to post-award and all the activities associated with the management of the subcontracts.

Key Responsibilities
  • Manage all aspects of schedule delivery for the assigned project.
  • Oversee the preparation and issuing of subcontracts and creation of purchase orders.
  • Support team to manage bid process including supplier and stakeholder engagement to meet required bid schedule.
  • Provide supervision, training and assistance to team members.
  • Facilitate goal setting, progress reviews of the goals, and performance reviews for direct reports.
  • Prepare and issue Request for Proposal documents by preparing the commercial content and Bid Process Management:
    • Manage the prequalification and selection of bidders, RFI/RFP commercial preparation and obtaining the technical content.
    • Maintain the integrity of the bid process; coordinate questions and answers and issue relevant addendums if required.
    • Conduct bid opening ceremonies and manage bid clarification meetings.
    • Coordinate technical evaluations and conduct commercial evaluations, coordinate negotiations and manage recommendation for award.
    • Review subcontract terms and conditions and consider and recommend special terms and conditions as required.
    • Meet scheduled milestones from the RFP thru Award.
    • Prepare and issue Recommendation to Proceed and seek approval.
    • Prepare and issue the Subcontracts for execution.
    • Issue letters of regret to unsuccessful suppliers.
  • Support team in delivery of portfolio of subcontract through the bid phase and into delivery.
  • Manage and control change relating to cost and schedule.
  • Monitor and report on supplier's progress and conduct progress meetings.
  • Approve payments, ensuring that contract deliverables have been achieved and approved prior to payment.
  • Administer supplier claims.
  • Develop, process and implement contractual documents and change orders in a timely manner.
  • Expediting deliverables to ensure on time receipt of deliverables.
  • Administer contracts in accordance with general requirements of contractual terms and conditions.
  • Maintain various registers and as per project specific instructions.
  • Ensure deliverables and inputs from all stakeholders.
  • Manage performance of suppliers.
  • Perform subcontract close-out.
