About the Role

We are seeking a highly skilled Financial Analyst to join our team at the Department of Municipal Affairs and Housing. As a key member of our team, you will be responsible for providing financial analysis and advice to municipalities and villages in Nova Scotia.

Key Responsibilities
  • Conduct in-depth research and analysis on municipal financial data to provide insightful advice and recommendations.
  • Administer and deliver critical operating programs to municipalities and villages, ensuring compliance with all applicable legislation.
  • Provide expertise on relevant legislation, regulations, and Public Sector Accounting Standards (PSAS) to guide analysis, advice, and compliance.
  • Collaborate with municipal finance staff and municipal auditors to resolve complex financial issues and ensure adherence to PSAS and reporting requirements.
  • Perform complex analysis and reports on municipal financial health and viability, providing actionable insights to municipal stakeholders.
  • Utilize advanced analytics to transform data into strategic insights driving informed decision making, policy development, and legislative changes.
  • Oversee and manage content of the Municipal Reporting System (MRS).
  • Design and maintain e-forms that align with PSAS and FRAM.
Requirements
  • Bachelor's degree in Accounting or Finance with at least five years of related experience, or an equivalent combination of training and experience.
  • Exceptional financial insight and analysis skills, with the ability to examine, analyze, and interpret financial statements.
  • Excellent communication skills, with the ability to convey complex financial information in a clear, concise, and accessible manner.
  • Strategic problem-solving skills, with the ability to identify problems and develop solutions addressing both technical and theoretical challenges.
  • Effective time management skills, with the ability to balance multiple priorities and manage concurrent projects in a fast-paced environment.
  • High initiative and independence, with the ability to work with minimal supervision.
  • Technological proficiency, with expertise in the Microsoft Office suite, especially Excel.
