Job Summary:

Hydro One Networks Inc is seeking an experienced Environmental Planner/Engineer to join our team. As an Environmental Planner/Engineer, you will play a key role in supporting the execution of work for third parties through participation in meetings for potential new assets or connections.

Key Responsibilities:

  • Support the execution of work for third parties through participation in meetings for potential new assets or connections.
  • Liaise and provide advice to Asset Management, Asset Optimization, and other lines of business to achieve work programs, provide services, gather information, review commitments and practices, etc. related to environmental issues.
  • Attend, on behalf of Environmental Services, Secondary Land Use (SLU) External Third Party monthly meetings to provide input and advice to external proponents. Participate in high-risk projects to flag HONI issues and concerns as part of the external organizations' planning process.
  • Lead Environmental Services participation in the SLU Property Management Process (PMP).
  • Provide environmental input into the Project Initiation Phase of planning by reviewing the proposed project scope, location, and existing conditions within the project area.
  • Identify further work under the scope that will be required for compliance with regulatory constraints, company policies, or previous commitments.
  • Prepare project estimates, attend customer meetings to provide identification of environmental risks and strategic advice to best meet the customer's connection schedule.
  • Provide strategic advice and guidance to Corporate Affairs - Indigenous Relations (IR) and Stakeholder Relations (SR) teams.
  • Work with IR and SR on the development of processes, procedures, and agreements as they relate to Environmental Services.
  • Involvement in corporate projects outside of the Capital Project Delivery model.
  • Consult and liaise with Indigenous communities, government agencies, potential customers, SLU applicants, and others to gather information, review plans and practices, gain approvals, and make commitments as necessary.
  • Direct environmental studies such as natural heritage, cultural heritage, land use, visual assessments, agricultural capability, Environmental Site Assessments, surface and groundwater studies, etc., and understand typical cost ranges of each.
  • Sound knowledge of environmental and related permits, licenses, approvals, and authorizations.
  • Participate in negotiations to resolve conflicts and make commitments on behalf of the Company. Be prepared to address contentious items and make decisions where existing policy requires interpretation. Prepare evidence and/or appear at hearings on environmental issues and activities to assist legal, real estate, and/or regulatory staff. Apply a strategic mindset to dealings and negotiations with the various stakeholders, agencies, and entities that is routed in respect, compliance, and stewardship while serving the best interest of the organization.
  • Provide limited supervision and technical guidance to others by organizing, scheduling, and checking the work of employees delegated to assist in specific work programs.
  • Other duties as required.

Requirements:

  • Experience successfully leading the delivery of environmental requirements for capital projects.
  • Working with internal LOBs, Indigenous Communities, other stakeholders, and the public on planning and constructing new and upgraded transmission facilities.
  • In-depth understanding of municipal, and provincial policy, legislation, and regulations.
  • Knowledge and experience with processes relating to the Class EA for Minor Transmission Facilities.
  • Completion of four years of university training to obtain a degree in environmental studies, biology, forestry, planning, or a related field (or equivalent).
  • Knowledge and experience in environmental services supporting the route/site selection planning and construction of new transmission lines and stations and maintenance activities.
  • Knowledge and experience with environmental legislation and approval processes, e.g. Environmental Assessment Act, Electricity Act, and the Provincial Policy Statement.
  • Knowledge of occupational health and safety legislation, processes, and procedures.
  • Possess a high level of initiative, good communication skills (verbal and written), and interpersonal skills.
  • A period of over six years working directly in the environmental field is considered necessary to gain this experience.
  • Valid Ontario driver's license required.

  • The ability to provide strategic environmental assessment advice early in the planning phase of a project with limited information.
  • The ability to understand the business implications of decisions and the ability to strive to improve organizational performance.
  • Flexibility and adaptability regarding changes to work.
