Job Summary

The City of Ottawa's Transportation Data Collection & Analytics unit is responsible for implementing Traffic Management systems for public enquiry and data management. The unit plans, drafts, and implements amendments to Traffic and Parking By-laws, ensuring the availability of information and statistics.

Key Responsibilities

  • Supervise the Transportation Data Collection group and the portable variable message sign (PVMS) program, including the intake, scheduling, and distribution of data or PVMS requests.
  • Undertake detailed volume, speed, and classification data analysis and reporting by extracting data from Transportation Engineering Software (TES).
  • Manage and ensure the accuracy and integrity of elements of the TES database, including importing and exporting, executing reports, developing protocols, and providing user training and support.
  • Liaise with internal and external clients, represent the branch at meetings and technical conferences, and create documents to facilitate the purchase of annual credits, new equipment, and equipment maintenance.

Requirements

  • Completion of a 3-year community college technical diploma in Traffic or Civil Engineering, or a 3-year university degree in Computer Sciences or GIS.
  • Minimum of 5 years of experience in Traffic Engineering, Transportation Planning, or Traffic Operations.
  • Certified Engineering Technologist (CET) with OACETT is desirable.

Knowledge and Skills

  • Traffic engineering studies, practices, and data collection procedures and techniques.
  • Statistical analysis methods, data manipulation, and QA/QC concepts.
  • Traffic engineering analysis of data.
  • Scripting languages: SQL, Python, VBA.
  • Ontario Traffic Manual Book 7.
  • Occupational Health and Safety Act.
  • Advanced knowledge of City of Ottawa roadway network, including TMP classifications.
  • Traffic Services branch policies and procedures.
  • Various computer applications: GIS, TES, Starnext, Traxpro, SAP, HDM, Stat Analyzer, Office suite, and MS Access.
  • Supervisory techniques.
  • Corporate policies relating to financial expenditures and City of Ottawa Purchasing By-law.

What You Need to Know

  • Language Requirement: English oral, reading, writing.
  • Driver's License Requirement: A valid Ontario unrestricted G class driver's license with no more than 6 demerit points accumulated.
  • Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic requirements.
