**Job Description:**

Key Responsibilities
  • Develop and implement policies, strategies, programs, and initiatives to improve air quality and reduce greenhouse emissions in the region.
  • Develop and prepare policy proposals and information documents on regional and local air quality, greenhouse gas reduction, climate change impacts, and energy.
  • Develop strategies, plans, and programs related to air quality and climate action planning to prevent or reduce unacceptable air quality conditions.
  • Lead outreach and communication initiatives to build awareness and understanding among stakeholders and the public on air quality and climate change issues.
  • Conduct and/or direct consultants engaged in technical research and analyses of policy proposals and programs.
  • Liaise with various internal and external contacts concerned with air quality and climate action planning, issues, and trends.
  • Represent the department to provide technical and professional advice on policy, goals, and objectives, and regulations as they relate to air quality and climate action planning.
  • Prepare and deliver presentations related to the work performed.
  • Direct the work of consultants and may assign, check, and coordinate the work of one or more technical and professional staff engaged in projects.
Requirements
  • University graduation in Resource or Environmental Management, Regional or Urban Planning, or a similar relevant discipline at the Masters level and sound related experience, OR an equivalent combination of training and experience.
  • Membership or eligibility for membership in the Planning Institute of British Columbia.
  • Considerable knowledge of the principles, practices, techniques, methods, and procedures applicable to air quality and climate action planning.
  • Considerable knowledge of the bylaws and legislation related to air quality and climate policy and action planning performed and of applicable departmental objectives, policies, rules, and regulations.
  • Considerable knowledge of air contaminant emissions control program design and administration related to the work performed.
  • Considerable knowledge of air quality modeling principles, practices, techniques, and current technological developments in computer software related to the work performed.
  • Considerable knowledge of current literature, trends, and developments in fields related to the work.
  • Ability to develop and prepare policy proposals, plans, and programs to reduce or control air emissions and enhance air quality.
  • Ability to perform research studies and analyses, to develop regional and local air quality and emission scenarios, and prepare comprehensive reports.
  • Ability to establish and maintain effective working relationships with internal and external contacts and to represent the District on a variety of committees, tasks forces, and working groups.
  • Ability to perform professional planning work with minimal supervision.
  • Ability to assign and supervise the work of one or more subordinates engaged in technical and professional project work and to direct the work of consultants.
  • Driver's Licence for the Province of British Columbia.
