Bid Coordinator Specialist

About the Role
We are seeking an experienced Bid Coordinator to join our Alternative Projects Center of Expertise (APEX) team at Pomerleau Construction.
This key role involves coordinating internal and external resources, including design, drafting, estimation, legal affairs, and professional firms, for proposal production.
Key Responsibilities
- Develop the Bid Plan, including the proposal's organizational structure and communication channels with internal teams, partners, and external firms.
- Coordinate the internal proposal team and ensure all required human resources are mobilized.
- Implement the bid strategy in collaboration with the Project Director or Vice President – Construction, covering technical, procurement, and subcontractor strategies.
- Prepare a Project Plan with estimated costs and ensure a document management system with proper document control is in place.
- Assess construction costs (CAPEX) with the Construction Director and estimation team, and work with the O&M partner on life-cycle costs (OPEX) for a P3 project.
- Identify and optimize cost-impacting factors with professional firms and the O&M team to enhance the net present worth (NPW).
- Develop a project schedule with stakeholder input, linked to a work breakdown structure (WBS) covering design, procurement, permits, construction, and commissioning.
- Oversee the preparation of agreements with legal advisors, conduct risk analysis, set and monitor the proposal schedule, lead meetings, draft technical texts, and collaborate on the proposal budget and final hand-over.
Requirements
- A bachelor's degree in architecture or engineering.
- At least 5 to 8 years of relevant experience.
- Experience in design-build proposal processes.
- Strong project management skills.
