SENIOR PROGRAM ANALYST (2 POSITIONS):

($67, $78,694.16 Annually)

POSITION OVERVIEW

Under the supervision of the Senior Manager, Program Analysis, the Senior Program Analyst plays a crucial role in enhancing the Commission's program planning capabilities to optimize the management and delivery of affordable housing initiatives throughout the province. This position entails leading intricate projects, which include comprehensive financial assessments of multifaceted issues within housing initiatives and portfolios, evaluating existing and proposed policies, programs, and legislation, and formulating recommendations for policy/program alternatives and service delivery strategies aligned with the strategic objectives of the Commission and government.

CANDIDATE PROFILE

The ideal candidate will possess the following qualifications:

EDUCATION & EXPERIENCE:

  • A Bachelor's degree in planning, public policy, social sciences, economics, or a related discipline.
  • Extensive experience in managing complex analytical research projects, including stakeholder engagement, report preparation, and providing actionable recommendations.
  • Significant experience in public policy evaluation, program design, or intricate financial analysis, particularly within the housing or real estate sector.
  • Alternatively, an equivalent combination of education, training, and experience deemed acceptable by the employer.

KNOWLEDGE, SKILLS AND ABILITIES:

  • In-depth knowledge of the principles, practices, and methodologies for planning and executing complex, multi-dimensional projects.
  • Strong understanding of provincial housing programs, subsidy frameworks, and associated resources such as program guidelines and agreements.
  • Proficient knowledge of financial analysis and forecasting techniques.
  • Solid understanding of loan underwriting principles.
  • Familiarity with basic accounting practices in a non-profit context, including the ability to analyze audited financial statements is an asset.
  • Comprehensive knowledge of social housing and social policy frameworks.
  • Exceptional quantitative analysis skills and meticulous attention to detail.
  • Proven ability to lead and coordinate complex projects involving extensive collaboration with staff and external stakeholders, tracking key deliverables and milestones, and identifying critical success measures.
  • Capacity to work autonomously as well as collaboratively within a team environment.
  • Competence in managing multiple projects and prioritizing tasks to meet competing deadlines.
  • Ability to cultivate and sustain effective relationships with internal personnel and external partners.
  • Strong analytical skills, including intersectional analysis, research, problem-solving, and organizational capabilities, with a demonstrated ability to navigate complex issues.
  • Excellent verbal and written communication skills, with the ability to convey information clearly and concisely to diverse audiences, including senior management and external collaborators.
  • Strong leadership capabilities.
  • Intermediate to advanced proficiency in Microsoft Office Suite (Excel, Word, Access, Outlook, PowerPoint, and Project).
