Position Overview
Are you a strategic thinker with a passion for analyzing intricate data? We have a permanent full-time opportunity for a Lead Program Analyst within the Parking and Ground Transportation (PGT) Department. Reporting to the Manager of Commercial Services, the successful candidate will oversee all facets of Parking and Ground Transportation (PGT) operations, emphasizing program direction, oversight, and the development, documentation, analysis, and enhancement of operational processes. This role also entails daily management of key service contracts, including performance evaluation, reporting, and auditing. As the departmental Subject Matter Expert (SME) for operational processes, this position will support or spearhead PGT-related projects.
Key Responsibilities Include:
- Supervise PGT programs by formulating, documenting, reviewing, and updating operational plans; facilitate decision-making regarding program development and modifications, and analyze operational data to inform decisions.
- Manage PGT service providers by offering daily operational oversight and guidance to various service providers, as well as measuring and reporting Key Performance Indicators (KPIs) within the service contracts.
- Identify, analyze, comprehend, and document current PGT operational processes, ensuring that training and documentation/reference materials are accessible to the operational team in real-time.
- Ensure that process requirements, objectives, and applicable KPIs are clearly understood and monitored.
- Continuously assess and re-evaluate processes, recommend enhancements, and implement changes.
- Assist with Capital Project planning and participate in all relevant project meetings, providing input or recommendations as necessary.
Key Qualifications Include:
- A minimum of five years of relevant experience in an operational/process environment, complemented by a bachelor's degree in business or a related field; or an equivalent combination of training and experience in managing operational, process, and/or complex business environments.
- Proven capability to operate and make decisions in a complex operational environment with minimal supervision.
- Experience applying sound business principles and data analytics to assess and support decision-making.
- Demonstrated experience in measuring the performance of operational and process flows.
- Strong analytical and critical thinking skills to evaluate and review operational and process flows, demand, constraints, and partner requirements.
- Ability to diplomatically lead meetings with stakeholders who may have differing viewpoints.
- Excellent organizational skills and the adaptability to produce high-quality results with minimal supervision and direction.
- Experience collaborating with multiple levels of internal and external stakeholder groups.
- Proficiency in utilizing technology solutions to support operational and business needs.
- Experience in the parking and transportation sectors is advantageous.
This position is available to both Vancouver Airport Authority employees and external candidates. Previous job performance will be considered for all internal applicants.
Salary Range: $80,932 to $105,773 per annum, based on a 37.5-hour work week. This is individually tailored to reflect your unique experience, qualifications, and internal equity.
