Key Responsibilities:

The Capital Procurement Specialist plays an essential role in the effective operation of Vancouver Island University's procurement functions, particularly in capital and construction procurement. This position acts as a knowledgeable resource for senior management, offering critical insights and suggestions to aid in strategic decision-making. The incumbent will liaise with external stakeholders on behalf of senior management, nurturing positive relationships and ensuring alignment with the institution's goals.

Reporting to the Procurement Manager or Director, this position encompasses strategic planning, sourcing, negotiating, and overseeing procurement activities related to capital and construction initiatives. The Capital Procurement Specialist collaborates closely with various departments, suppliers, and stakeholders to ensure that the procurement process aligns with institutional objectives, regulatory standards, and industry best practices. This role leads and facilitates specialized procurement needs for capital acquisitions, including substantial construction and complex contract agreements. A comprehensive understanding of post-secondary education procurement, contract law, and Canadian Construction Documents Committee (CCDC) guidelines is essential.

Responsibilities Include:

Strategic Planning: Offer strategic recommendations to management for the development and execution of procurement plans for capital and construction projects that align with institutional goals and budgetary limits. Sourcing and Vendor Management: Identify, assess, and select suppliers for capital goods, equipment, and services. Prepare and develop bid documents in accordance with university protocols and secure competitive proposals while adhering to departmental policies and governmental regulations. Contract Negotiation and Execution: Negotiate terms and pricing with suppliers on behalf of senior management, ensuring that contracts legally bind the institution, mitigate risks, and maximize institutional value. Compliance and Risk Management: Ensure adherence to procurement policies, procedures, and regulations. Evaluate and mitigate procurement-related risks, including legal, financial, and reputational concerns. Project Coordination: Act as a representative of management when engaging with external stakeholders. Collaborate with internal teams, including facilities management, finance, and project management, to address the procurement needs of capital projects. Budget Management: Oversee and manage procurement budgets for capital projects, tracking expenditures, forecasting costs, and identifying potential cost-saving opportunities. Process Improvement: Continuously assess and enhance procurement processes and workflows to improve efficiency and transparency. Reporting and Analysis: Create reports and analyses related to capital and construction procurement activities, providing data-driven insights and recommendations to leadership. Training and Development: Offer guidance and support to procurement staff and stakeholders on capital procurement policies and best practices. Stay informed about relevant case law and changes in the contractual landscape that may impact university operations.

Required Qualifications:

A Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related discipline. A minimum of 5 years of experience in contract management and procurement, with a focus on capital procurement, preferably within a higher education or similar institutional context.

A comprehensive understanding of post-secondary education procurement, contract law, and Canadian Construction Documents Committee (CCDC) standards. Strong knowledge of procurement principles, practices, and regulations, including public procurement laws. Proven experience in sourcing, negotiating, and managing contracts for capital goods and services. Excellent negotiation skills and a thorough understanding of contractual terms. Proficiency in procurement software, ERP systems, and Microsoft Office Suite. Strong communication, negotiation, and interpersonal abilities. Analytical skills with the capacity to interpret data, identify trends, and make informed decisions. Project management capabilities with the ability to prioritize tasks and manage multiple projects effectively.

Preferred Qualifications:

A Master's degree. Professional certifications such as Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM) are advantageous.
