Position Overview:

The Capital Procurement Specialist plays a vital role in the operational efficiency of Vancouver Island University's procurement activities, with a specific emphasis on capital and construction-related acquisitions. This position serves as a key advisor to senior management, offering critical insights and recommendations to enhance decision-making processes. The incumbent will act as a liaison between senior management and external partners, fostering strong relationships and ensuring alignment with the institution's strategic objectives.

Key Responsibilities:

  • Strategic Planning: Develop and implement strategic procurement plans for capital and construction projects that align with institutional goals and budgetary limitations.
  • Sourcing and Vendor Management: Identify and evaluate potential vendors for capital goods and services. Create and manage bid documents in accordance with university policies and secure competitive proposals that comply with relevant regulations.
  • Contract Negotiation: Negotiate terms and conditions with vendors to secure contracts that protect the institution's interests while maximizing value.
  • Compliance and Risk Management: Ensure adherence to procurement policies and regulations, assessing and mitigating risks associated with procurement activities.
  • Project Coordination: Collaborate with various internal departments to support the procurement needs of capital projects, ensuring timely execution of procurement activities.
  • Budget Oversight: Monitor procurement budgets for capital projects, tracking spending and identifying opportunities for cost savings.
  • Process Enhancement: Continuously assess and improve procurement processes to increase efficiency and transparency.
  • Reporting and Analysis: Generate analytical reports related to procurement activities, providing data-driven insights to leadership.
  • Training and Development: Offer guidance and training to procurement staff on best practices and policies related to capital procurement.

Required Qualifications:

  • Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related discipline.
  • A minimum of 5 years of experience in contract management and procurement, particularly in capital procurement.
  • Strong knowledge of procurement principles, practices, and regulations.
  • Proven experience in negotiating and managing contracts for capital goods and services.
  • Excellent communication and negotiation skills.
  • Analytical abilities to assess data and make informed decisions.

Preferred Qualifications:

  • Master's degree in a relevant field.
  • Professional certifications such as CPSM or CPM are advantageous.
