The incumbent will liaise with external partners, ensuring effective communication and alignment with the institution's strategic goals.
Reporting to the Procurement Manager or Director, this role encompasses strategic planning, sourcing, negotiation, and oversight of procurement activities linked to capital and construction initiatives. The Capital Procurement Specialist collaborates with diverse departments, suppliers, and stakeholders to guarantee that the procurement process adheres to institutional objectives, regulatory standards, and industry best practices. This position leads specialized procurement efforts for significant acquisitions, including complex construction contracts. A thorough understanding of post-secondary education procurement, contract law, and the Canadian Construction Documents Committee (CCDC) is essential.
Key Responsibilities:
- Strategic Planning: Advise management on the formulation and execution of strategic procurement plans for capital and construction projects, ensuring alignment with institutional goals and budgetary limitations.
- Sourcing and Vendor Management: Identify, assess, and select suppliers for capital goods, equipment, and services. Develop bid documents in accordance with university standards and secure competitive proposals while adhering to departmental policies and relevant regulations. Foster and maintain supplier relationships to ensure competitive pricing, quality products, and timely delivery.
- Contract Negotiation and Execution: Negotiate terms and conditions with suppliers on behalf of senior management, ensuring that agreements legally bind the institution while maximizing value and minimizing risks.
- Compliance and Risk Management: Ensure adherence to procurement policies, procedures, and regulations. Identify and mitigate procurement-related risks, including legal, financial, and reputational concerns. Develop and assess the University's contractual obligations.
- Project Coordination: Act as a representative of management when engaging with external stakeholders. Collaborate with internal teams, including facilities management, finance, and project management, to address the procurement needs of capital projects. Oversee procurement activities to align with project timelines and objectives.
- Budget Management: Oversee and manage procurement budgets for capital projects, tracking spending, forecasting expenses, and identifying cost-saving opportunities.
- Process Improvement: Continuously assess and refine procurement processes, systems, and workflows to enhance efficiency, effectiveness, and transparency.
- Reporting and Analysis: Produce reports, metrics, and analyses related to capital and construction procurement activities. Offer insights and recommendations to leadership based on data-driven evaluations.
- Training and Development: Provide training and support to procurement staff and stakeholders regarding capital procurement policies and best practices. Stay informed about legal precedents and changes in the contractual landscape that may impact university operations.
Required Qualifications:
- Bachelor's degree in Business Administration, Supply Chain Management, Finance, or a related discipline.
- Minimum of 5 years of experience in contract management and procurement, focusing on capital procurement, ideally within a higher education or similar institutional context.
- Comprehensive understanding of post-secondary education procurement, contract law, and the Canadian Construction Documents Committee (CCDC).
- Strong grasp of procurement principles, practices, and regulations, including public procurement laws.
- Proven experience in sourcing, negotiating, and managing contracts for capital goods and services.
- Excellent negotiation skills and thorough knowledge of contractual terms.
- Proficiency in procurement software, ERP systems, and Microsoft Office Suite.
- Strong communication, negotiation, and interpersonal abilities.
- Analytical mindset with the capability to analyze data, identify trends, and make informed decisions.
- Project management skills with the ability to prioritize tasks and manage multiple projects concurrently.
Preferred Qualifications:
- Master's degree.
- Professional certifications such as Certified Professional in Supply Management (CPSM) or Certified Purchasing Manager (CPM) are advantageous.
