Job Summary: Engage in Lifecycle Management (LCM) initiatives within a team of LC Technologists. Serve as the Technical Authority to assist Regions and sites in resolving intricate issues related to telecommunications and networking systems. Deliver national maintenance standards to the field by developing and sustaining the content of NAV CANADA Standards and Procedures documents. Offer technical direction for a team of Installation and Maintenance Standards Specialists.

Key Responsibilities:
  • As a subject matter expert, provide technical leadership in support of various systems to ensure safe and efficient operations; offer technical expertise in maintenance and logistical support as part of a multidisciplinary project team responsible for national procurement, installation, and maintenance of these systems.
  • Coordinate the efforts of team members and take responsibility for managing all internal and external stakeholders involved in lifecycle management tasks.
  • As the technical lead for assigned projects, manage a work plan within specified timelines, limited human resources, and allocated budgets; distribute tasks, coordinate, and oversee responsibilities among team members.
  • Conduct feasibility studies and engineering assessments in the maintenance of various systems.
  • Prepare plans and designs; engage in research and development; investigate operational challenges; perform safety analyses, evaluate deviations to standards submitted by technical operations and engineering, and provide waivers ensuring safety is not compromised.
  • Assess client system requirements; analyze complex technical and operational challenges;
  • Identify innovative technical solutions; coordinate civil and electronic engineering projects on-site; accept, commission, and certify new facilities; conduct post-project reviews; manage the lifecycle of configurations and facilities.
  • Ensure all LCM activities comply with the Engineering Quality Management and Improvement System (EQMIS).
  • Ensure all LCM activities adhere to the Safety Management System (SMS).
Qualifications:

Education:
  • Successful completion of secondary education and a full-time post-secondary program in electronics, telecommunications, or network technology from a recognized institution.
Experience:
  • Extensive technical experience in analog and digital telecommunications and Internet Protocol (IP) routing and switching.
  • Significant technical experience in implementing, testing, and/or troubleshooting telecommunications circuits and networks, including Time Division Multiplexing (TDM), IP networks, and/or satellite systems.
  • Experience applying NAV CANADA policies and practices through supervisory liaison functions.
Knowledge:
  • Comprehensive understanding of electronic theory applicable to IP Networking and telecommunications systems and associated equipment used in networking and telecommunications for various electronic systems utilized in the Air Navigation System.
  • In-depth knowledge of the telecommunications industry in Canada, including the design, procurement, installation, and maintenance of telecommunications systems, circuits, and networks.
  • Thorough understanding of the Lifecycle Management role at NAV CANADA, including internal processes and the NAV CANADA Safety Management System.
  • Familiarity with project management principles and techniques, system engineering processes and practices, business practices, and decision-making techniques.
  • Awareness of Canadian and International organizations, regulations, and standards.

  • Strong communication skills, both oral and written.
  • Proficient in writing standards and procedures documents.
