Job Overview

ADGA Group Consultants Inc. is seeking a qualified Electronic Warfare Lifecycle Management Specialist to support our esteemed Electronic Warfare Equipment Management Team within a prominent Defence initiative.

In this capacity, you will oversee the management of electronic records and physical inventories of Electronic Warfare (EW) equipment, focusing on the obsolescence management of EW assets and facilitating the advancement of EW capabilities.

Your role will require a comprehensive understanding of both current and emerging technologies in the EW domain, enabling you to provide informed guidance on equipment delivery schedules and other EW-related strategic planning activities. Collaboration will be essential, as you will coordinate efforts among military personnel, public service representatives, contractors, and private sector partners.

Key Responsibilities

  • Oversee the authorized distribution of Electronic Warfare equipment.
  • Ensure the integrity of the fielded EW baseline.
  • Verify that configurable items (CIs) adhere to specifications and assess failure rates or engineering modifications.
  • Develop and maintain technical documentation for EW, including engineering schematics, parts lists, and test evaluation data.
  • Conduct system specialist user audits and provide constructive feedback.
  • Assist in testing and evaluation processes.
  • Support procurement activities by supplying critical information regarding terms and conditions, statements of work (SOWs), specifications, and technical data packages (TDP) for original equipment manufacturers (OEM).
  • Advise on procurement strategies to support EW obsolescence management.
  • Facilitate training and development for new EW support personnel through informal discussions on EW technology and practical experiences.
  • Support the EW Change Management process by configuring the EW baseline and integrating new devices and technologies into EW systems and networks.
  • Provide expertise in EW obsolescence management planning and execution as a subject matter expert (SME) in EW networks and software.
  • Configure Intelligence, Surveillance, and Reconnaissance (ISR) Configuration Items within the relevant domains.
  • Manage the mapping solution for the Black Bird NextGen system utilizing the MapSpark service on an Open Geospatial Consortium (OGC) standard map server.
  • Oversee and maintain the NCR EW Test Network.
  • Design, develop, and maintain test beds and procedures.
  • Fulfill the roles and responsibilities of ISTAR/Geo scrum master for the relevant domain.

Qualifications

  • Willingness to travel as necessary within the National Capital Region.
  • Proficient software skills with the ability to thrive in a fast-paced environment; strong team player with excellent communication skills; quick learner and adaptable.
  • Eligibility to obtain a Secret Level 2 PSPC Clearance.
  • Experience with DRMIS (Defence Resource Management Information System) is highly advantageous; familiarity with SAP modules is also beneficial.
  • A college diploma in Electronics, Computer Technology, or a related technical field is required, or a demonstrated Qualification Level 6B (QL6B) in a relevant technical field.
  • Minimum of 6 years of demonstrated experience in at least 6 of the following areas:
    • Utilizing a recognized process framework or LCMM Handbook.
    • Working with Enterprise Resource Planning (ERP) software for equipment cataloguing.
    • Maintaining and developing checklists within ERP systems.
    • Coordinating equipment distribution through ERP.
    • Evaluating and resolving deficiencies in Technical Failure Reports (TFR) and Unsatisfactory Condition Reports (UCR).
    • Analyzing Statements of Operational Requirements (SOR).
    • Reviewing Technical Data Packages (TDP).
    • Planning and executing equipment demilitarization and disposal.
  • At least 3 years of experience in preparing technical documents, including requirements, specifications, checklists, bulletins, reports, and proposals.
  • A minimum of 4 years of experience in at least 4 of the following areas:
    • Creating briefing notes and presentations addressing technical and logistics issues.
    • Consulting with stakeholders on equipment lifecycle management.
    • Providing guidance and recommendations on technical matters to support senior management decision-making.
