Main Purpose and Function
The Fleet Engineering & Asset Management (FEAM) division is seeking a Fleet / Project Engineer. This role is crucial for delivering project oversight, fleet administration, engineering, and design proficiency in the procurement, modification, and outfitting of all City vehicle and equipment acquisitions, as well as significant alterations to existing machinery and rolling stock. The position requires collaboration with the City's operational teams, including the fleet maintenance facilities and supply chain management. This role will engage with various City departments to identify equipment needs based on operational and procedural requirements.

This position is primarily based at the main facility located in Vancouver, with travel to various sites within the Greater Vancouver Area as part of the responsibilities.

Specific Duties and Responsibilities

  • Oversee the planning and management of the vehicle and equipment replacement initiative.
  • Offer engineering expertise and guidance to City departments during the vehicle and equipment replacement process. Define specifications and place orders for new vehicles and equipment.
  • Deliver detailed designs for outfitting new equipment. Provide mechanical design and failure analysis expertise to the City.
  • Implement safe design modifications to the existing City fleet.
  • Evaluate annual maintenance costs to determine optimal financial lifecycles for City equipment.
  • Analyze fleet emission profiles and recommend actions to implement emission reduction strategies.
  • Assess fleet utilization across the City and provide guidance and recommendations to Council, departments, and branches regarding vehicle and equipment usage.
  • Compile reports, business cases, and presentations.
  • Develop a budget plan and evaluate capital and operating costs for the fleet.
  • Manage projects by establishing, monitoring, and providing updates on timelines, budgets, and risks.

Qualifications
Education and Experience:

  • Bachelor of Science Degree in Engineering.
  • Registration or eligibility for registration as a Professional Engineer in British Columbia.
  • An Engineer-In-Training with relevant experience may be considered.
  • Experience in capital project management, particularly using the PMP framework.
  • Demonstrated creativity, foresight, and mature engineering judgment in anticipating and resolving engineering challenges.
  • Experience in developing equipment strategies and conducting failure analysis.
  • Ability to collaborate effectively with all levels of management.
  • A current and valid Class 5 BC driver's license with a clean driving record is required.

Knowledge, Skills, and Abilities:

  • Familiarity with engineering design, technical, and practical experience related to the truck/fleet or equipment industry would be advantageous.
  • Capability to manage multiple tasks effectively, prioritizing and meeting competing deadlines.
  • Exceptional report writing, verbal communication, and interpersonal skills. Strong leadership, facilitation, and conflict resolution abilities in fostering teamwork.
  • Well-developed critical thinking skills, with the ability to apply logic and challenge assumptions.
  • Proficiency in Microsoft Office Suite and working knowledge of SAP.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program, allowing staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. This position is eligible to participate in the Flexible Work Program.
