The Cash Consulting Unit oversees financial governance related to cash management, imprest funds (including petty cash, program cash, and floats), Payment Card Industry (PCI) compliance, and the Expenditure Accountability Framework (EAF).

The Revenue Management Specialist plays a pivotal role in offering strategic advice, guidance, and supervision in the development and execution of cash handling systems while establishing robust internal controls, including the continuous upkeep of the EAF.

Key Responsibilities:

  • Assess risks linked to various payment methods - in-person transactions, telephonic payments, eCommerce, and unattended kiosks.
  • Create and revise cash handling and imprest funds protocols for cash, cash-equivalent products, checks, credit, and debit cards, as well as other payment methods for City Administration and the Edmonton Police Service.
  • Update the Corporate Accountability Framework and Expenditure Accountability Framework Procedure in OneCity as necessary.
  • Become a subject matter expert in PCI DSS (Payment Card Industry Data Security Standard) and offer guidance to business units on the secure management of credit card transactions.
  • Oversee the PCI Compliance Program and facilitate the annual evaluation of the City's compliance status by the PCI Auditor.
  • Collaborate with the City's OCT (Open City & Technology) Branch to perform data discovery scans as mandated by PCI standards to ensure credit card information is not inadvertently stored within City infrastructure.
  • Design and execute integrity assessments of the City's cash handling systems and processes.
  • Review internal controls related to financial operations upon request, monitor cash discrepancies at City facilities and payment machines, investigate anomalies, and report deficiencies for corrective action.
  • Engage in procurement initiatives and provide expertise in developing and assessing criteria to ensure secure cash handling and PCI compliance.
  • Support projects associated with cash management and PCI compliance.
  • Perform additional related duties as required.


Qualifications:
  • A university degree in Accounting, Business Administration, Commerce, Finance, or related fields with 6 years of relevant experience in auditing, internal controls, financial compliance, and/or cash handling.
  • A diploma from a recognized post-secondary institution in Accounting, Business Administration, Commerce, Finance, or related fields with 8 years of relevant experience in auditing, internal controls, financial compliance, and/or cash handling.

Preferred Qualifications:

  • Professional accounting designation (CPA, CA, CMA, CGA) or a professional internal controls designation (CFE, CIA, CISA, or equivalent).
  • Professional Qualified Security Assessor (QSA) certification or Payment Card Industry Security Standards Council (PCI SSC) Internal Security Assessor (ISA) certification.
  • Familiarity with the City's cash handling systems and related policies and procedures.
  • Experience in fraud investigation is advantageous.

Work Environment:

  • The weekly work hours for this position are currently under review and may be subject to change in accordance with the City of Edmonton/Civic Service Union 52 collective agreement.
