Position Overview
Reporting to the Manager of Records and Information Management, this specialized position is dedicated to managing the daily functions of the City's Privacy Management Program, ensuring adherence to the Freedom of Information and Protection of Privacy Act (FOIPPA). The Privacy Management Specialist will be responsible for processing information requests, interpreting and applying FOIPPA regulations, analyzing complex data for appropriate release, advising on information disclosure or withholding, and preparing all necessary documentation.

This role also includes assisting in the drafting and evaluation of Privacy Impact Assessments (PIAs), as well as developing policies and procedures pertinent to FOI requests. Collaboration with various departments, external entities, and the Office of the Information and Privacy Commissioner (OIPC) is crucial. The position requires providing guidance, information, and training to both staff and the public regarding FOIPPA regulations.

Key Responsibilities

  • Oversee the implementation of the Privacy Management Program.
  • Handle information requests and ensure compliance with FOIPPA.
  • Draft and review Privacy Impact Assessments and related documentation.
  • Collaborate with internal and external stakeholders.
  • Provide training and support on privacy regulations.

Qualifications
Completion of Grade 12, supplemented by relevant commercial courses, preferably in FOIPPA, along with significant related experience; or an equivalent combination of education and experience.

Knowledge, Skills, and Abilities

  • In-depth understanding of legislation, rules, and procedures governing departmental operations.
  • Familiarity with the functions of municipal departments related to privacy management.
  • Proficient in business English, including spelling, punctuation, and arithmetic.
  • Ability to interpret and apply FOIPPA provisions and regulations.
  • Competence in developing and recommending policies and procedures.
  • Resourcefulness in decision-making based on established precedents.
  • Capability to maintain and retrieve various records and compile information.
  • Strong interpersonal skills to establish effective working relationships.
  • Excellent communication skills, both written and verbal.
  • Ability to work under pressure while handling sensitive matters with tact.
