Agricorp Ltd. is seeking a Lead Program Analyst for its Program Development Division.

The Program Development division is tasked with program evaluation, product innovation, and external engagement with industry stakeholders. This division also contributes to the formulation of new initiatives and facilitates modifications to ensure efficient, timely, transparent, and streamlined service delivery.

The Position

The Lead Program Analyst role is situated within the Program Analysis Department, which spearheads legislative program reporting, program evaluations (e.g., AgriInsurance, AgriStability), premium rate determination, and quarterly program projections.

In this capacity, you will:

  • Provide guidance to the Program Analysis team on all outputs (i.e., evaluations, projections, legislative reporting, and premium rate determination) and serve as a resource by offering mentorship and support to colleagues.
  • Design and sustain intricate forecasting models for programs administered by Agricorp.
  • Draft briefing documents, project outlines, and impactful presentations in response to complex and straightforward analysis requests typically from other areas within Program Development or different divisions within Agricorp. Address inquiries from external stakeholders, including commodity organizations and government agencies.
  • Offer alternatives and well-founded recommendations to corporate committees (e.g., Risk Management Committee) and senior management regarding the development, maintenance, and enhancement of Agricorp's offerings and initiatives.
  • Tackle highly complex, unprecedented challenges by employing a distinctive set of technical skills and methodologies, alongside personal experience and strong collaboration with peers.
  • Contribute as a subject matter expert (SME) assisting the business and industry in understanding the implications of program changes and identifying opportunities for improvement based on specialized knowledge.
  • Provide informed recommendations to the Program Analysis Manager for incorporation into departmental plans.
  • Conduct evaluations and make suggestions to the Program Analysis Manager concerning the acquisition of actuarial services.
  • Mitigate reputational, financial, legal, and individual privacy risks to Agricorp by ensuring thorough analysis and soundness of assumptions and models.
  • Cultivate and maintain robust working relationships with key analytical partners in Agriculture & Agrifood Canada (AFFC), Ministry of Agriculture Food & Rural Affairs (OMAFRA), other provinces, senior management, and industry associations.
  • Act as a SME both internally (e.g., IT for larger programs and enhancements) and externally for complex reporting, data analysis for program improvements, and mathematical methodologies.

Employment Status: Permanent
Work Arrangement: Full-time in-office, remote, and hybrid work options are available.
Salary Range: $79,981 - $94,095
Location Requirement: Must reside in Ontario to fulfill this role.

Qualifications
  • Minimum MSc degree, preferably PhD in AgriEconomics, Economics, Statistics, or a related discipline or equivalent professional experience.
  • At least 5 years of experience in analysis and project management.
  • Background in agriculture/agronomy is advantageous.
  • Proficient in Microsoft Office Suite, including analytical software and database query tools.
  • Advanced proficiency in SAS as a statistical analysis tool, particularly in data management and reporting processes.
  • Analytical Thinking - Analyzes and interprets information and situations by deconstructing them into component parts, identifying patterns, connections, and underlying issues.
  • Critical Judgment, Decision Making, and Problem Solving – Capable of making decisions and resolving issues with varying levels of complexity, ambiguity, and risk.
  • Initiative – Proactively identifies and addresses situations and issues, capitalizing on emerging opportunities.
  • Information Gathering & Processing – Efficiently locates and collects data from relevant sources and analyzes it to create meaningful and concise reports that summarize findings.
  • Legislation, Policies, Procedures & Standards – Knowledgeable in relevant legislation, policies, procedures, and/or standards in executing work responsibilities.
  • Project Management – Plans, executes, monitors, and concludes projects, ensuring effective management of scope, resources, time, cost, quality, risk, and communication.
  • Achieving Quality Results – Focuses efforts on self-management to achieve high-quality outcomes consistent with organizational standards and measures while managing risk.
