The Ontario Cannabis Store (OCS) is dedicated to providing safe and responsible access to recreational cannabis for adults aged 19 and over. We serve as the provincial online retailer for recreational cannabis in Ontario and are the exclusive wholesaler to authorized private retail outlets.

Position Summary
We are seeking a Chief Legal Officer to enhance our legal team. Reporting directly to the President & Chief Executive Officer, the Chief Legal Officer will be an integral member of the Senior Leadership Team (SLT), overseeing the Corporation's daily operations and managing all legal affairs.

Key Responsibilities
- Provide expert legal guidance to the OCRC Board, President & CEO, SLT, and various departments.
- Lead the direction of Legal Services, including managing both in-house legal staff and external counsel.
- Ensure Corporate Regulatory Compliance, encompassing privacy, records management, and corporate policies.
- Contribute legal insights to inform strategic business decisions essential for the SLT to successfully implement the corporation's annual business plan and enhance its compliance culture.
- Balance departmental perspectives with a comprehensive OCS viewpoint to facilitate effective decision-making across a wide range of business planning and cultural topics.
- Collaborate with functional leaders on departmental budgeting, resource allocation, compliance with corporate policies, talent management, and interdepartmental collaboration.
- Drive alignment within a diverse team to support the OCS's mission and annual objectives, fostering a culture of resilience and adaptability in a changing cannabis market.
- Offer expert legal advice to support strategic decisions made by the Corporation's Board of Directors, President & CEO, SLT, and functional leaders.
- Maintain a thorough understanding of the company's multi-year strategy and annual business plan to ensure the availability of necessary internal legal expertise.
- Work alongside the CFO to provide proactive budget forecasting for external legal resources required to meet strategic priorities and address the current risk landscape.
- Assist the Board of Directors, President & CEO, and SLT in developing a structured Corporate Regulatory Compliance Program that promotes a proactive compliance culture at OCS.
- Establish foundational compliance responsibilities, including Administration & Controls, Corporate Policies & Procedures, Records & Information Management, Privacy, and Ethics Investigations.
- Build and maintain strong relationships with legal and compliance peers across Ontario Crown agencies, cannabis agencies in other provinces, legal cannabis businesses, and relevant public sector bodies.

Qualifications
- Juris Doctor (JD), Bachelor of Laws (LLB), or Master in Law (LLM).
- Member in good standing with the Law Society of Ontario, authorized to practice law in Ontario.
- Over 10 years of experience as a Chief Legal Officer or General Legal Advisor with extensive legal practice experience, particularly in internal counsel support.
- Exceptional leadership capabilities, including modeling company values, coaching, mentoring, and fostering a performance-driven culture.
- Proven experience in developing and delivering corporate communications, both written and verbal.
- Multi-disciplinary legal expertise, with knowledge in administrative, compliance, regulatory, and commercial law.
- Outstanding writing and verbal communication skills, including precise drafting of corporate and legal documents.

Work Environment
The current office requirement is a minimum of three days per week, subject to business needs. The OCS office is located in a central area, with the potential for changes to this policy and location in the future.

Employment Type
Permanent, Full-Time. Base compensation does not include eligible performance pay or other total reward offerings. Salary placement will be determined based on market conditions, internal equity, and the candidate's experience, skills, and qualifications relevant to the role.
