Position Overview:

The Manager, Planning Analytics plays a pivotal role in overseeing the design and management of analytical solutions that enhance the planning and budgeting frameworks at the University of Toronto. Reporting directly to the Executive Director of Institutional Planning & Budget Administration, this position demands a comprehensive understanding of the University's financial, budgetary, and enrollment strategies, translating these processes into actionable technical specifications.

Key Responsibilities:

The incumbent will:

  1. Develop and manage business intelligence tools that facilitate the planning and budgeting operations.
  2. Generate official government enrollment statistics and collaborate with auditors during their assessments of critical datasets.
  3. Act as the primary contact between the Planning & Budget Office and the CIO portfolio, ensuring seamless integration of budgetary and enrollment systems within the institutional IT framework.
  4. Provide expert guidance on business intelligence and reporting solutions, particularly concerning budgetary and enrollment data.
  5. Establish and maintain relationships with stakeholders across various academic and administrative divisions, identifying their data needs and proposing suitable technical solutions.
  6. Oversee the security, accessibility, and functionality of the underlying technology and data systems.

Qualifications:

Education:
  1. A Bachelor's Degree in Commerce, Computer Science, or a related field, along with a Project Management or Professional Accounting designation (PMP, CMA, CGA, CA), or an equivalent combination of education and experience.
Experience:
  1. A minimum of 6 years of relevant experience in a complex higher education setting, demonstrating progressive responsibility.
  2. In-depth knowledge of university policies, financial procedures, enrollment management, and research issues.
  3. Proven experience in collaborating with senior leadership and providing strategic advice.
  4. Experience managing large-scale IT projects or change management initiatives.
  5. Strong background in team leadership, training, and staff management.
Skills:
  1. Exceptional writing, communication, and presentation abilities.
  2. Capability to manage multiple complex projects simultaneously.
  3. Thorough understanding of university policies and procedures, especially regarding financial and enrollment matters.
  4. Ability to navigate conflict and high-pressure situations effectively.
  5. Detail-oriented with strong analytical and conceptual thinking skills.
  6. Solid grasp of systems development methodologies and frameworks for building information systems.
  7. Familiarity with business intelligence structures, including relational and dimensional modeling.
  8. Knowledge of project management principles.
  9. Understanding of AMS systems: FIS and HRIS.
  10. Familiarity with student systems such as ROSI.
  11. Experience in dashboard development using Tableau.
  12. Proficient in the MS Office suite, including Word, Excel, and PowerPoint.
