The Office of the Auditor General of Ontario is an autonomous entity within the Legislative Assembly responsible for executing performance and financial audits of the provincial government, its ministries, and agencies. We also evaluate organizations in the broader public sector that receive provincial funding. Role Summary:

We are seeking a skilled individual to take on the role of IT Audit Manager. This position is ideal for professionals who are passionate about contributing positively to the Legislative Assembly and the citizens of Ontario by overseeing and executing impactful information technology (IT) performance audits.

Key Responsibilities:As an IT Audit Manager, your responsibilities will include:
  • Overseeing and conducting IT General Control (ITGC) audits and IT performance evaluations.
  • Formulating strategies for executing ITGC audits and performance assessments, which involves understanding the audit entity's operations, relevant legislation, policies, programs, and organizational dynamics, as well as gathering insights from other jurisdictions and subject matter experts.
  • Creating audit plans, defining objectives and criteria; identifying challenges; and preparing recommendations for internal discussions and for senior management.
  • Drafting audit reports and management letters, ensuring that all issues are substantiated with adequate and appropriate audit evidence in line with professional auditing standards and office protocols.
  • Supporting the IT Audit Director and the Assistant Auditor General in researching and updating the risk-ranked audit universe and suggesting audits for the annual schedule.
  • Providing IT guidance and assistance to other performance and financial audit teams as necessary.
  • Offering constructive feedback for enhancements or clarifications of other performance audit reports as part of the Office Report Review Team.
Management Duties:
  • Assisting in resource allocation and effectively assigning tasks to each member of the audit team.
  • Delivering strong leadership to the audit team, including mentoring, providing growth opportunities, setting work priorities, and evaluating team performance.
Additional Responsibilities:
  • Assisting with audits selected for hearings by the Public Accounts Committee.
  • Preparing responses to information requests from other organizations within the legislative audit community.
Qualifications:

To be considered for this position, candidates must demonstrate:

  • A university degree in a relevant field and possess a professional designation such as CPA, CA; CPA, CMA; CPA, CGA; CISA, CIA, or CIRSC.
  • A minimum of 5 to 7 years of recent experience in internal or external IT auditing.
  • Comprehensive knowledge of auditing principles, frameworks, and standards such as Generally Accepted Auditing Standards (GAAS) and those set by the Institute of Internal Auditors (IIA), ISACA, and NIST.
  • Proven experience in managing and executing IT audits within large, complex IT environments.
  • A deep understanding of intricate information systems and infrastructure.
  • The ability to travel, primarily within Ontario.
Technical Skills:
  • Extensive knowledge and experience in auditing large, complex IT applications, databases, cloud solutions, including application controls and interfaces, and IT projects to identify risk exposures, access controls, and security.
  • Expertise in auditing the implementation and migration of enterprise resource planning (ERP) IT systems.
  • Proficiency in utilizing computer-assisted auditing techniques (CAATs) for auditing IT General Control (ITGC).
Analytical and Problem-Solving Skills:
  • Strong organizational abilities to manage multiple audits simultaneously, ensuring effective audit processes and adherence to tight deadlines.
  • Experience in applying professional judgment during IT audits, identifying issues, assessing their causes and impacts, and formulating sound conclusions and recommendations.
Communication Skills:
  • Excellent leadership and interpersonal skills to guide a team of IT audit professionals through all audit phases.
  • Strong verbal communication skills to build professional relationships, discuss audit plans, resolve issues, and convey observations and recommendations.
  • Exceptional written communication skills to ensure reports are clear, concise, well-supported, and easily understood by stakeholders.
Asset Qualifications:
  • Familiarity with the Ontario government environment and legislative processes is advantageous.
  • Proficiency in French, both orally and in writing, is considered an asset.
